COMMITTEE SUBSTITUTE 
 
An Act relating to prisons and reformatories; 
amending 57 O.S. 2011, Section 528, which relates to 
duties and compensation of employees of the 
Department of Corrections; prohibiting the 
utilization of certain payroll system; and declaring 
an emergency. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     57 O.S. 2011, Section 528, is 
amended to read as follows: 
Section 528.  A. The Director of the Department of Corrections 
shall appoint and fix the duties and compensation of employees 
necessary to carry out the duties imposed upon the Department of 
Corrections by law.  
B.  Effective November 1, 2021, utilization of supplemental 
payroll on the PeopleSoft system by the Central Human Resources Unit 
of the Department of Corrections shall be discontinued.  The 
Department shall be prohibited from proc essing and issuing paychecks

to employees of the Department from any type of supplemental payroll 
system.  All employees of the Department shall have their paychecks 
processed and issued through the main payroll system. 
C. The State Board of Corrections s hall appoint the Director of 
the Department of Corrections with the advice and consent of the 
Senate.  The salary of the Director shall be set by the Legislature 
in the annual appropriation bill. 
SECTION 2.  It being immediately necessary f or the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval.
