COMMITTEE SUBSTITUTE 
 
An Act relating to animals; requiring state agencies 
or certain lessee to enclose by fence certain land 
used for livestock grazing; requiring maintenance of 
fence; authorizing certain contracts; providing for 
codification; and providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA : 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 157 of Title 4, unless there is 
created a duplication in numbering, reads as follows: 
Any state agency that owns, operates or leases land i n this 
state that is utilized for livestock grazing or the respective 
lessee shall be responsible for enclosing by fence or other suitable 
means any portion of such land where livestock is meant to be 
contained.  The state agency or respective lessee shall also be 
responsible for maintaining or ensuring the maintenance of the fence

or enclosure.  The state agency may enter into a material and labor 
cost-sharing contract with adjacent landowners, provided that the 
landowner shall not otherwise be responsible for the cost of the 
fence or maintenance. 
SECTION 2.  This act shall become effective November 1, 2021.
