An Act relating to schools; authorizing school 
district boards to adopt policies regarding sex 
trafficking *** programs for students; allowing 
school districts to offer certain students education 
programs; *** providing program materials to school 
district and participating students and parents at no 
cost; allowing certain nonprofit organizations to 
present sex trafficking and exploitation prevention 
and education programs at institutions of higher 
education; *** providing list of topics included in 
programs; providing program materials to students and 
parents at no cost; *** providing for codification; 
and providing an effective date.

programs; providing topics to be included in 
programs; providing program materials to students, 
parents and legal guardians at no cost; requiring 
program provider to incur costs of implementing

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3250 of Tit le 70, unless there 
is created a duplication in numbering, reads as follows: 
A.  Upon the effective date of this act, the Oklahoma State 
Regents for Higher Education shall allow, if offered by nonprofit 
organizations that specialize in outreach and educati on programs on 
sex trafficking and exploitation, a series of in -depth prevention 
and education programs regarding sex trafficking and exploitation to 
all freshman students enrolled at institutions of higher education 
within The Oklahoma State System of Hig her Education. 
B.  Institutions of higher education shall provide all freshman 
students the opportunity to attend one of three on -campus, voluntary 
sex trafficking and exploitation prevention and education programs 
at any time including during freshman ori entation activities, if 
offered by nonprofit organizations that specialize in outreach and 
education programs on sex trafficking and exploitation.  The sex 
trafficking and exploitation prevention and education programs shall 
specifically provide students t he following:

2.  Current laws of sex trafficking and exploitation in 
Oklahoma; 
3.  Facts and statistics of sex trafficking and exploitation in 
Oklahoma and throughout the United States; 
4.  How sex traffickers profile victims; 
5.  The role of online computer activity; 
6.  How demand is created and the industries that influence sex 
trafficking and exploitation; 
7.  How to identify a potential victim and what to do when a 
person identifies a vic tim; 
8.  Understanding force, fraud and coercion; 
9.  Understanding how traffickers groom a victim; 
10.  The differences between prostitution, sex trafficking and 
exploitation; 
11.  The role that pornography plays in sex trafficking and 
exploitation; 
12.  Understanding the complexities of abuse, indoctrination and 
manipulation; 
13.  Understanding the physiological makeup of a sex trafficking 
victim; 
14.  Rescuing victims of sex trafficking and exploitation; and 
15.  How to engage in the fight against sex tr afficking and 
exploitation.

C.  Program materials related to sex trafficking and 
exploitation prevention and education programs shall be provided at 
no cost to participating students and their parents and legal 
guardians.  The program provider shall be sol ely responsible for 
incurring all costs associated with implementing prevention and 
education programs and related program materials. 
SECTION 2.  This act shall become effective November 1, 2021. "

SECTION 3.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 24 -100.9 of Title 70, unless 
there is created a duplication in numbering, reads as follows: 
A.  The board of education of each school district in this state 
may adopt a policy regarding sex trafficking and exploitation 
prevention and awareness education programs for students. 
B.  The board of education of each school district in this state 
may provide schoolwide education programs to all students in grades 
seven through twelve and staff addressing sex trafficking and 
exploitation prevention and awareness.  The board of education of 
each school district in this state may, if offered by nonprofit 
organizations that specialize in outreach and educati on programs on 
sex trafficking and exploitation, partner with such organizations 
and make available to school districts such literature which 
addresses sex trafficking and exploitation.  Such literature and 
services shall be at no cost to the school distri cts.  Beginning 
with the 2022-2023 school year, every school district may provide a 
two-hour sex trafficking and exploitation prevention and awareness 
training program for students in grades seven through twelve which 
specifically includes the following: 
1.  Definitions and nature of sex trafficking and exploitation; 
2.  Current laws of sex trafficking and exploitation in 
Oklahoma;

implementing prevention and education programs and related program 
materials. 
SECTION 5.  This act shall become e ffective November 1, 2021.
