An Act relating to memorial highways and bridges; 
designating the WWII Doolittle Raider – Bombardier 
Sgt. Robert James "R.J." Stephens Memo rial Bridge; 
designating the Keith N. Cantrell, PFC U.S. Army 
Memorial Bridge; designating the Paul Blevins, Jr. , 
and Michael Rogers Memorial Highway; designating the 
Stiles Brothers Vietnam Veteran Memorial Bridge; 
designating South Mickey Mantle Boulevar d; 
designating the Terry L. Hoggatt Memorial Highway; 
designating the Jennifer McClendon Memorial Bridge; 
designating the Major Charles E. Stiles Memorial 
Bridge; designating the CSM Junior H. Honeycutt 
Memorial Highway; designating the Ada Lois Sipuel 
Fisher Memorial Bridge; designating the Joe W. 
McBride Memorial Bridge; designating the Deputy Jarid 
Taylor Memorial Highway; designating the USAF Capt. 
Nick Karpis Vietnam Veteran Memorial Highway; 
designating the Sgt. Clyde Runyan Memorial Highway; 
designating the Sgt. Major Marvail Lewis Memorial 
Causeway; designating the County Commissioner Roy 
Rains Memorial Highway; designating the PF C Richard 
Tafoya Gurule Memorial Highway; amending Section 11, 
Chapter 369, O.S.L. 2019 (69 O.S. Supp. 2020, Section 
1698.296), which relates to the Councilwoman Avalon 
Reese Memorial Highway; modifying name of certain 
memorial highway; providing for codification; and 
providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.308 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge over Elk Creek on State Highway 9 located 
approximately one (1) mile west of Hobart in Kiowa County shall be 
designated as the "WWII Doolittle Raider – Bombardier Sgt. Robert 
James "R.J." Stephens Memorial Bridge".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the bridge. 
SECTION 2.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.309 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge over Flat Cr eek on State Highway 34 located 
approximately one-half (0.5) mile north of West Madison Avenue near 
the town of Carter in Beckham County shall be designated as the 
"Keith N. Cantrell, PFC U.S. Army Memorial Bridge".  The Department 
of Transportation shall cause suitable permanent markers bearing 
that name to be placed on the bridge. 
SECTION 3.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.310 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 82 beginning at the intersection of 
U.S. Highway 62 and extending southeasterly to the intersection of 
East Flournory Road south of Tahlequah in Cherokee County shall be

designated as the "Paul Ble vins, Jr., and Michael Rogers Memorial 
Highway".  The Department of Transportation shall cause suitable 
permanent markers bearing that name to be placed on the highway. 
SECTION 4.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.311 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge over Muddy Boggy Creek on State Highway 43 located 
approximately one (1) mile east of the town of Coalgate in Coal 
County shall be designated as the "Stiles Brothers Vietnam Veteran 
Memorial Bridge".  The Department of Transportation shall cause 
suitable permanent markers bearing that name to be placed on the 
bridge. 
SECTION 5.     NEW LAW     A new section of la w to be codified 
in the Oklahoma Statutes as Section 1698.312 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of U.S. Highway 69 in Ottawa County beginning at the 
intersection of Newman Road then extending nor th to the intersection 
of Commerce Street in the City of Commerce shall be designated as 
"South Mickey Mantle Boulevard".  The Department of Transportation 
shall cause suitable permanent markers bearing that name to be 
placed on the highway . 
SECTION 6.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.313 of Title 69, unless 
there is created a duplication in numbering, reads as follows:

The section of State Highway 18 beginning at Deep Rock Road and 
extending north three (3) miles in Payne County shall be designated 
as the "Terry L. Hoggatt Memorial Highway".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the highway. 
SECTION 7.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.314 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the bridge over 
South 129th Avenue on State Highway 51, also known as the Broken 
Arrow Expressway, in Broken Arrow, Tulsa County , shall be designated 
as the "Jennifer McClendon Memorial Bridge".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the bridge. 
SECTION 8.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.315 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the bridge over Lee 
Boulevard on Interstate 44 in the City of Lawton in Comanche County 
shall be designated as the "Major Charles E. Stiles Memorial 
Bridge".  The Department of Transportation shall cause suitable 
permanent markers bearing that name to be placed on the bridge.

SECTION 9.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.316 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the section of State 
Highway 28A beginning at the intersection of State Highway 66 near 
the Town of Foyil extending east to the intersection of Interstate 
44 in Rogers County shall be designated as the "CSM Junior H . 
Honeycutt Memorial Highway".  The Department of Transportation shall 
cause suitable permanent markers bearing that name to be placed on 
the highway. 
SECTION 10.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes a s Section 1698.317 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge crossing over the Washita River o n U.S. Highway 62 
located three-tenths (0.3) of a mile east of the H.E. Bailey 
Turnpike near Chickasha in Grad y County shall be designated as the 
"Ada Lois Sipuel Fisher Memorial Bridge".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the bridge. 
SECTION 11.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.318 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the bridge crossing 
over the Washita River on State Highway 8 no rth of the city of

Anadarko in Caddo County shall be designated as the "Joe W. McBride 
Memorial Bridge".  The Department of Transportation shall cause 
suitable permanent markers bearing that n ame to be placed on the 
bridge. 
SECTION 12.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.31 9 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of the U.S. Highway 70 Bypass beginning just south 
of U.S. 70 and extending south and west to the intersection of 
McLean Drive on the west side of the city of Durant in Bryan County 
shall be designated as the "Deputy Jarid Taylor Memorial Highway". 
The Department of Transportation shall cause suitable permanent 
markers bearing that name to be placed on the highway. 
SECTION 13.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.320 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 78 beginning just north of the 
intersection of State Highway 22 extending northwesterly to the 
eastern municipal limits of Milburn in Johnston County shall be 
designated as the "USAF Capt. Nick Karpis Vietnam Veteran Memorial 
Highway".  The Department of Transportation shall cause suitable 
permanent markers bearing that name to be placed on the highway.

SECTION 14.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.321 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 7 beginning at the north municipal 
limits of Mill Creek in Johnston County then extending northerly to 
the Murray County line shall be designated as the "Sgt. Clyde Runyan 
Memorial Highway".  The Department of Transportation shall cause 
suitable permanent markers bearing that name to be placed on the 
highway. 
SECTION 15.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.3 22 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The causeway over Old Spiro Lake on State Highway 9 in LeFlore 
County shall be designated as the "Sgt. Major Marvail Lewis Memorial 
Causeway".  The Department of Transportation shall cause suitable 
permanent markers bearing that name to be placed on the causeway. 
SECTION 16.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.32 3 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of U.S. Highway 64 beginning at the intersection of 
E1040 Road extending northerly to the intersection of E . 128th 
Street in Muskogee County shall be designated as the "County 
Commissioner Roy Rains Memorial Highway ".  The Department of

Transportation shall cause suitable permanent markers bearing that 
name to be placed on the highway. 
SECTION 17.    NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.32 4 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 20 beginning at the intersection of 
U.S. Highway 75 extending east two (2) miles to the intersection of 
N. Memorial Road in Tulsa County shall be designated as the "PFC 
Richard Tafoya Gurule Memorial Highway ".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the highway. 
SECTION 18.    AMENDATORY     Section 11, Chapter 369, O.S.L. 
2019 (69 O.S. Supp. 2016, Section 1698.296), is amended to read as 
follows: 
Section 1698.296 The section of U.S. Highway 64 Business 
beginning at West 23rd Street South extending north to the 
intersection of West Sou thside Blvd. in the City of Muskogee in 
Muskogee County shall be designated as the "Councilwoman Avalon 
Reese Reece Memorial Highway".  The Department of Transportation 
shall cause suitable permanent markers bearing that name to be 
placed on the highway. 
SECTION 19.  This act shall become effective November 1, 2021.
