AS INTRODUCED 
 
An Act relating to economic development; requiring 
Oklahoma Department of Commerce to make certain 
business recruiting information available on agency 
website; providing for confidential information; 
providing for required content; requiring updates to 
information; providing for codification ; providing an 
effective date; and declaring an emergency . 
 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 5003.51 of Title 74, unless 
there is created a duplication in numbering, reads as follows: 
A.  The Oklahoma Department of Commerce shall post on its 
website information related to its business recruiting efforts with 
an emphasis on possible business site location or relo cation 
decisions within the state.

B.  The information on the website shall not disclose the 
identity of any person or firm with whom or with which the 
Department of Commerce is communicating regarding possible business 
site location or relocation; provide d, however, the Department shall 
include information on the website regarding possible locations or 
relocations for a business site location decision organized by 
county or by city or town indicating an estimate of the time frame 
involved for the business site location or relocation decision . 
C.  A county, city or town , or instrumentalities, authorities, 
agents or other authorized persons acting on behalf of a county, 
city or town, may contact the Oklahoma Department of Commerce in 
order to submit an application for economic development -related 
services that might be offered to a prospective business enterprise 
using the information from the website . 
D.  The information on the website required by this section 
shall be updated by the Department when material changes occur that 
indicate that a business will not locate in a county, city or town 
or that a county, city or town has been excluded from consideration 
or no less often than every thirty (30) days in all cases. 
SECTION 2.  This act shall become effective July 1, 2021.

SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval.
