AS INTRODUCED 
 
An Act relating to elections; creating the Prohibit 
the Private Funding of Elections Act; defining terms; 
prohibiting acceptance of private funds for 
elections; requiring elections be paid for with 
public funds; providing for penalty ; providing for 
codification; and pro viding an effective date . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new secti on of law to be codified 
in the Oklahoma Statutes as Section 7-139 of Title 26, unless there 
is created a duplication in numbering, reads as follows: 
A.  This act shall be known and may be cited as the "Prohibit 
the Private Funding of Elections Act". 
B.  As used in this section: 
1. "Election" means each election held to nominate or elect a 
candidate to any public office ; 
2. "Person" means any individual, proprietorship, firm, 
partnership, joint venture, syndicate, labor union, busines s trust, 
company, association, committee, corporation, whether or not 
operated for profit, or any other organization or group of persons

acting in concert, or any other non governmental third-party entity; 
and 
3. "Public funds" means funds derived from tax es, fees, and 
other sources of public revenue lawfully appropriated by the 
Legislature. 
C. Notwithstanding any provision of law to the contrary, no 
government official or election official shall solicit, take, or 
otherwise accept from any person, any cont ribution, donation, or 
anything else of value for purposes of conducting state or local 
elections in this state. All costs and expenses relating to 
elections shall be paid for with public funds. 
D. Any person in violation of this section shall, upon 
conviction, be deemed guilty of a felony punishable by imprisonment 
in the custody of the Department of Correc tions for a term of not 
more than five (5) years, or by a fine of not more than Fifty 
Thousand Dollars ($50,000.00), or by both such fine and 
imprisonment. 
SECTION 2.  This act shall become effective November 1, 2022.
