COMMITTEE SUBSTITUTE 
 
An Act relating to cities and towns; author izing 
municipalities to publish certain information on 
website maintained by or on b ehalf of the 
municipality; providing p ower interruptions or 
certain technical failures not basis for invalidation 
of actions or proceedin gs; providing for display of 
certain information on website of newspape r; 
providing power interruptions or certain technical 
failures not to be basis for invalidation of actions 
or proceedings; providing for codification; and 
providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA: 
SECTION 1.    NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1-111 of Title 11, unless there 
is created a duplication in numbering, reads as follows:

In addition to any other requirement of l aw for a city or town 
to publish a notice in a newspaper, the city or town shall make the 
same information as required to be contained in the newspaper 
publication available on a website maintained by or on behalf of the 
city or town for a period of time equal to the perio ds of time 
during which the information is required to be contained in a 
newspaper publication beginning with the first publication date and 
ending with the last publica tion date.  A city or town may allow the 
information to be available on the web site for a longer period of 
time and shall maintain records of the information on the website 
for a period of one (1) year from the latest date a s of which the 
information was required to be displayed on the website.  No power 
interruption or hardw are or software failure related to the website 
or the website information shall be a basis to invalidate the action 
or proceeding the notice of which is required to be displayed on the 
website. No power interruption or hardware or software failure with 
respect to the computer system, cellular phone, tablet, or any other 
portable device used to access the information on the municipal 
website by any person or legal entity shall be the basis to 
invalidate the action or proceeding notice of which is req uired to 
be displayed on the municipal website. 
SECTION 2.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1-112 of Title 11, unless there 
is created a duplication in numbering, reads as follows:

With respect to any publication requirement imposed by law for a 
city or town, if the publication requirement involves a daily 
newspaper and the newspaper is published for fewer than five (5) 
days in the time period prior to the action or proceeding for which 
the publication is requ ired, the newspaper may satisfy the 
requirement of publication for the prescribed period by a 
combination of hard copy publication and display of the same 
information as contained in the hard copy publication on a website 
maintained by or on b ehalf of the newspaper.  No power interruption 
or hardware or software failure related to the website or the 
website information shall be a basis to invalidate the action or 
proceeding the notice of which is required to be displayed on the 
website. 
SECTION 3.  This act shall become effective November 1, 2022.
