AS INTRODUCED 
 
An Act relating to regulated utilities; requiring 
regulated utilities to make certain disclosures of 
costs; requiring certain sta tements on customer's 
utility bill; providing for codification ; and 
providing an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 9082 of Title 74, unless there 
is created a duplication in numbering, reads as follows: 
Regulated utility entities, subject to the February 2021 
Regulated Utility Consumer Protection Act , doing business in this 
state shall disclose to their customers the extreme purchase costs, 
as defined in Section 90 72 of Title 74 of the Oklahoma Statutes, 
incurred by the utility during the extreme weather event that 
occurred during February 7, 2021, through February 21, 2021 .  The 
information disclosed shall include the utility's actual cost for 
the purchase of fuel, purchased power, natural gas commodity or any 
combination thereof.

SECTION 2.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 9083 of Title 74, unless there 
is created a duplication in numbering, reads as follows: 
A regulated utility, that is subject to the February 2021 
Regulated Utility Consumer Protection Act , shall, on a customer's 
monthly utility bill, include a statement that details the dollar 
amount the customer would have been required to pay in f ull due to 
the extreme weather event of February 7, 2021, through February 21, 
2021, had the protections established in the February 2021 Regulated 
Utility Consumer Protection Act not been put in place.  In addition, 
the customer's monthly bill shall include a statement regar ding the 
dollar amount of monthly charges associated with the extreme weather 
event and the date when those charges will be paid in full and will 
no longer appear on the monthly bill. 
SECTION 3.  This act shall become effective November 1, 2022.
