AS INTRODUCED 
 
An Act relating to property; limiting total la nd 
allowed to be owned by the state and federal 
government; limiting easements held by th e federal 
government to a certain time period; limiting 
easement held by the state to a certain time period; 
providing for codification; and providing an 
effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1110 of Title 60, unless there 
is created a duplication in numbering, reads as follows: 
The state shall limit the amou nt of public land owned by the 
State of Oklahoma, state agencies, and federal government to no more 
than ten percent (10%) of the total land in the state.

SECTION 2.     NEW LAW     A new section of la w to be codified 
in the Oklahoma Statutes as Section 1110 of Title 60, unless there 
is created a duplication in numbering, reads as follows: 
A.  All easements granted to or reserved by the federal 
government, on or after the effective date of this act , for land 
located in the state of Oklahoma shall be for a period of thirty 
(30) years or less. 
B.  All easements granted to or reserved by the State of 
Oklahoma or state agencies shall be for a period of thirty (30) 
years or less.  Any easements held by the St ate of Oklahoma or any 
state agency that has been owned by the state or any state agency 
for longer than thirty (30) years are hereby released and 
relinquished. 
SECTION 3.  This act shall become effective November 1, 2022.
