AS INTRODUCED 
 
An Act relating to definitions and general 
provisions; adopting the Freedom Flag as the official 
Flag of Remembrance with respect to the events of 
September 11, 2001; describing flag design; providing 
for codification; and providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be c odified 
in the Oklahoma Statutes as Section 98.21 of Title 25, unless there 
is created a duplication in numbering, reads as follows: 
The official Flag of Remembrance with respect to the events of 
September 11, 2001, shall be the Freedom Flag as approved by the 
national foundation formed to promote awareness of the significance 
of the events of September 11, 20 01, which contains a blue canton 
with one stylized star similar to the stars appearing on the flag of 
the United States in a similar position, centere d within five (5) 
bars, noncontiguous and arranged in the shape of the United States 
Pentagon, and containing a total of seven (7) alternating red and 
white stripes, beginning with a red strip e, alternating between the

two colors, containing two broad red stripes and three less broad 
white stripes, each element of the Freedom Flag designed to honor 
the heroic acts of Sep tember 11, 2001, and to serve as a reminder of 
the value of freedom. 
SECTION 2.  This act shall become effective November 1, 2022.
