COMMITTEE SUBSTITUTE 
 
An Act relating to notaries; requiring the Secretary 
of State to create a digital loggin g system; setting 
a timeline for implementation of system; authorizing 
Secretary of State to promulgate rules; requiring 
certain fees; designating fund for fees; providing 
for codification; and providing an effec tive date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 301 of Title 49, unless there is 
created a duplication in numbering, reads as follows: 
A.  The Secretary of State shall create a digital logging system 
for use by notaries public. The Secretary of State shall create the 
system by November 1, 2022 and shall implement the use of the 
digital logging system o n or before November 1, 2023.

B.  The Secretary of State shall promulgate rules and 
regulations to create and administer the digital logging system 
provided for in subsection A of this section .  The rules shall 
include a fee schedule for the use of the digital logging system.  
All fees collected shall be deposited in the Revolving Fund for the 
Office of the Secretary of State. 
SECTION 2.  This act shall become effective November 1, 2022.
