No. 10182 Page 1 STATE OF OKLAHOMA 2nd Session of the 58th Legislature (2022) HOUSE BILL 4018 By: Conley AS INTRODUCED An Act relating to higher education; allowing certain institutions of higher educatio n to require employees to complete training or pro fessional development on certain topics; allowing certain institutions of higher education to provide optional training or professional development on other topics; provi ding for promulgation of rules; providing for codification; providing an effective dat e; and declaring an emergency . BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codifi ed in the Oklahoma Statutes as Sectio n 3231 of Title 70, unless there is created a duplication in numbering, reads as follows: A. An institution of higher education within The Oklahoma State System of Higher Education may require employees to complete training or professional development on the following topics : 1. Sexual harassment; 2. General safety and haz ard communications; 3. Fire safety; and 4. Conflicts of interest. Req. No. 10182 Page 2 B. An institution of higher education within The Oklahoma State System of Higher Education may provide employees with optional training or professional development on other topics as deemed appropriate by the governing board of regents for the instituti on. C. The Oklahoma State Regents for Higher Educatio n shall promulgate rules to implement the provisions of this act. SECTION 2. This act shall be come effective July 1, 2022. SECTION 3. It being immediately necessary for the preservation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof th is act shall take effect and be in full force from and after its passage and approval. 58-2-10182 MJ 12/15/21
