HOUSE BILL 4196 By: Echols and Nollan
AS INTRODUCED
An Act relating to higher education; enacting the
Needed Oklahoma Workers Act; creating a r evolving
fund; designating funds for certain degree programs;
directing the Oklahoma State Regents of Higher
Education to administer the funds; providing for
codification; and providing an effective date .
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3235.1 of Title 70, unless there
is created a duplication in numbering, reads as follows:
This act shall be known and may be ci ted as the "Needed Oklahoma
Workers Act".
SECTION 2. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3235.2 of Title 70, unless there
is created a duplication in numbering, reads as follows:
There is hereby created in the State Treas ury a revolving fund
for the Oklahoma State Regent s for Higher Education to be designated
the "Needed Oklahoma Workers Fund". The fund shall be a continuing

fund, not subject to fiscal year limitations, and shall consist o f
monies received by the Oklahoma State Regents for Higher Education
from state appropriations for the purpose of this fund. All monies
accruing to the credit of the fund are hereby appropriated and may
be budgeted and expended by the State Regents for the purpose of
operating the Needed Oklahoma Workers Fund.
SECTION 3. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3235.3 of Title 70, unless there
is created a duplication in numbering, reads as fol lows:
Universities within the Oklahoma State System of Higher
Education shall receive one-third of the monies within the Needed
Oklahoma Workers Fund for nursing students. The money shall be
divided amongst the universities on a per enrolled nursi ng student
basis.
SECTION 4. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3235.4 of Title 70, unless there
is created a duplication in numbering, reads as follows:
Universities within the Oklahoma State System of Higher
Education shall receive one-third of the monies within the Needed
Oklahoma Workers Fund for engineering students. The money shall be
divided amongst the universities on a per enrolled engineering
student basis.

SECTION 5. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3235.5 of Title 70, unless there
is created a duplication in numbering, reads as follows:
Universities within the Oklahoma State System of Higher
Education shall receive one-third of the monies within the Needed
Oklahoma Workers Fund for students pursuing a teaching degree . The
money shall be divided amongst the universities on a per enrolled
teaching student basis.
SECTION 6. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3235.6 of Title 70, unless there
is created a duplication in numbering, reads as follows:
The Oklahoma State Regents for Higher Education shall implement
policies and procedures for the administrat ion of this act.
SECTION 7. This act shall become effective November 1, 2022.
