A Joint Resolution directing the Secretary of State 
to refer to the people for their approval or 
rejection a proposed amendment to Section 1 of 
Article III of the Oklahoma Constitution; clarifying 
certain voting requirement; providing ballot title; 
and directing filing. 
 
 
 
 
BE IT RESOLVED BY THE HOUSE OF REPRESEN TATIVES AND THE SENATE OF THE 
2ND SESSION OF THE 58TH OKLAHOMA LEGISLATURE: 
SECTION 1.  The Secretary of State shall refer to the people for 
their approval or rejection, as and in the manner provided by la w, 
the following proposed amendment to Section 1 of Article III of the 
Oklahoma Constitution to read as follows: 
Section 1.  Subject to such exceptions as th e Legislature may 
prescribe, all only citizens of the United States , over the age of 
eighteen (18) years, who are bona fide residents of this state, are 
qualified electors of this state , who upon providing valid 
identification issued by the United States, the State of Oklahom a, 
or the government of a federally recognized Indian tribe or nation ,

may cast a single vote, by secret ballo t, which shall solely be used 
to determine the results of any election required by state or 
federal law. 
SECTION 2.  The Ballot Title for the prop osed Constitutional 
amendment as set forth in SECTION 1 of this resolution shall be in 
the following form: 
BALLOT TITLE 
Legislative Referendum No. ____ State Question No. ____ 
THE GIST OF THE PROPOSITION IS AS FOLLOWS: 
This measure amends Section 1 of Article 3 of the Oklahoma 
Constitution.  It clarifies that only citizens of the United 
States with a valid identifi cation are qualified to vote in this 
state. 
SHALL THE PROPOSAL BE APPROVED? 
FOR THE PROPOSAL — YES _____________ 
AGAINST THE PROPOSAL — NO  _____________ 
SECTION 3.  The Chief Clerk of the House of Representatives, 
immediately after the passage of this resolution, shall prepare and 
file one copy thereof, including th e Ballot Title set forth in 
SECTION 2 hereof, with the Secretary of State and one copy with t he 
Attorney General.
