An Act relating to oil and gas; creating the Hydrogen 
Production, Transportation and Infrastructure Task 
Force; providing for membership of task force; 
providing duties of task force; requiring a quorum 
for certain action; requir ing task force meet with 
certain frequency; authorizing the chair to call 
meetings; subjecting meetings to Oklah oma Open 
Meeting Act and the Oklahoma Open Records Act; 
providing that members recei ve no compensation; 
requiring certain report by certain date; requiring 
task force report to certain persons; providing for 
noncodification; providing an effective date ; and 
declaring an emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law not to be 
codified in the Oklahoma Statutes reads as foll ows: 
There is hereby created the Hydrogen Production, Transportation 
and Infrastructure Task Force until December 31, 2021. 
A.  The task force shall be comprised of ten (10) members as 
follows: 
1.  The chair shall be the Secretary of Energy and Environment; 
2.  The co-chairs shall be:

a. one member appointed by the President Pro Tem pore of 
the Senate, and 
b. one member appointed by the Speaker of the House of 
Representatives; 
3.  Two members shall be: 
a. one member appointed by the President Pro Tempor e of 
the Senate, and 
b. one member appointed by the Speaker of the House of 
Representatives; and 
4.  Five members shall be appointed by the chair of the task 
force as follows: 
a. a member representing the Secretary of Commerce, 
b. a member representing the Secretary of Transportation, 
c. a member representing the Corporation Commission , 
d. a member representing the Oklahoma Water Res ources 
Board, and 
e. a member representing the Oklahoma Cent er for Science 
and Technology. 
B.  A quorum of the task force shall be required to approve any 
final action of the ta sk force.  A quorum shall be determined by the 
chair of the task force. 
C.  The task force shall meet at least once per month.  The 
chair shall call the first meeting and all subsequent meetings shall 
be made at the call of the chair.

D.  The task force shall: 
1. Hold at least one meeti ng that focuses on the following 
issues regarding hydrogen production: 
a. the use and availability of water resources , 
b. availability of cost competitive power necessary for 
producing hydrogen, 
c. incentives and taxation necessary to encourage 
development of hydrogen technology, infrastructure and 
transportation, and 
d. development of a state -wide roadmap for a hydrogen 
economy including but not limited to infrastructure, 
production, distribution, transportation and off -taker 
market uses; and 
2.  Hold at least one meeting that focuses on the distrib ution 
of hydrogen including but not limited to: 
a. investigating the viability of utilizing the existing 
pipeline infrastructure in this state to move hydrogen 
fuel, 
b. investigating the existing and potential ne eds of the 
pipeline industry to integrate h ydrogen fuel, and 
c. investigating existing and potentially necessary 
pipeline safety standards for distribution of hydrogen 
fuel.

E.  The chair and co-chairs shall invite representatives 
including but not limited to the following list, to participate in 
the meetings regarding issues relevant to their industry: 
1.  Representatives of companies producing, or looking to 
produce hydrogen; 
2.  Representatives of oi l and gas midstream service providers; 
3.  Representatives of regulated natural gas distribution 
companies; 
4.  Representatives of electric service providers; and 
5.  Representatives of elect ric energy developers. 
F. The meetings of the task force shall be subject to the 
Oklahoma Open Meeting Act and the Oklahoma Open Records Act. 
G.  The members of the task force shall receive no compensation 
or travel reimbursem ent. 
H. The task force shall submit a report of its findings and 
recommendations including fiscal impact statements on all of the 
recommendations of the task force no later than December 1, 2021, to 
the Governor, the President Pro Tempore of the Senate and the 
Speaker of the House of Representatives. 
SECTION 2.  This act shall become effective July 1, 2021. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval.
