An Act ENROLLED SENATE BILL NO. 1060 By: Thompson and Hall of the Senate and Wallace and Martinez of the House An Act relating to the Oklahoma Tourism and Recreation Department; requiring matching funds be used for certain purpos e; requiring matching funds be equal in amount to previous fiscal year; authorizing the expenditure of certain fu nds in certain amounts for certain purposes; providing for lapse of funds under certain conditions; and requiring and prohibiting certain budget procedures . SUBJECT: Oklahoma Tourism and Recreation Department BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. From the funds appropriated to the Oklahoma Tourism and Recreation Department in Enrolled Senate Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislatur e, the Department shall make available matching funds to multicounty organizations pursuant to Section 2234 of Title 74 of Oklahoma Statutes. The matching funds made available shall be equal in amount to the funds made available in the fiscal year ending June 30, 2022. SECTION 2. From the funds appropriated to the Oklahoma Tourism and Recreation Department in Enrolled Senate Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, the Departm ent is hereby authorized to expend Three Hundred Sixty-one Thousand Three Hundred Twenty-two Dollars ($361,322.00) for employee pay raises for CLEET-certified employees within t he division of State Parks. From the funds appropr iated to the Oklahoma Tourism and Recreation Department in Enrolled Senate Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, the Department is hereby authorized to expend Eight Hundred Eighty Thousand Sixty- three Dollars ($880,063.00) for additional employee compensation for those employees that are earning below-market salaries for their positions. SECTION 4. Appropriations made to the Oklahoma Tourism and Recreation Department by Enrolled Senate Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature , not including appropriations made for capital outlay purpo ses, may be budgeted for the fiscal year ending June 30, 202 3 (hereafter FY-23), or may be budgeted for the fiscal year ending June 30, 202 4 (hereafter FY-24). Funds budgeted for FY -23 may be encumbered only through June 30, 2023, and must be expended by November 15, 2023. Any funds remaining after November 15, 202 3, and not budgeted for F Y-24, shall lapse to the credit of the proper fund for the then curre nt fiscal year. Funds budgeted for FY -24 may be encumbered only through June 30, 2024. Any funds remaining after November 15, 202 4, shall lapse to the credit of the proper fund for the then current fiscal year. These appropriations shall not be budgeted in both fiscal years simultaneously. Funds budgeted in FY-23, and not required to pay obligations for that fiscal year, may be budgeted for FY -24, after the agency to which the funds have been appropriated has prepared and submitted a budget work program revision removing these funds from the FY-23 budget work program and after such revision ha s been approved by the Office of Management and Enterprise Services.
