COMMITTEE SUBSTITUTE 
 
An Act relating to teacher pay; creating a task force 
to study and make recommenda tions regarding certain 
types of pay to reward the highest quality teachers; 
providing expiration date; prov iding for membership; 
providing for designation of chair and vice chair ; 
requiring appointments by certa in date; requiring 
organizational meeting by ce rtain date; specifying 
quorum; providing for frequency of meetings; allowing 
members to participate via videoconference ; 
prohibiting compensation or travel reimbursement for 
members; providing for staff suppor t; requiring 
submission of certain report by ce rtain date; 
providing for codification; providing an effective 
date; and declaring an emergency. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW    A new section of law to be codified 
in the Oklahoma Statutes as Sectio n 18-126 of Title 70, unless there 
is created a duplication in numbering, reads as follows:

A.  There is hereby created until November 30, 2023, a task 
force to study and make recommendations for pay for performance, 
qualitative pay, and/or merit pay that would reward the hi ghest 
quality teachers in this state and could be used to recruit and 
retain high quality teachers . 
B.  The task force shall be comprised of ten (10) members to be 
appointed as follows: 
1.  Two members appointed by the President Pro Tempore of the 
Senate, one of whom shall be a teacher employed by a public school 
district located in a county with a population of less than seventy 
thousand (70,000) according to the latest Federal D ecennial Census 
and one of whom shall be a teacher employed by a public school 
district located in a county with a population of more than seventy 
thousand (70,000) according to the latest Federal Decennial Census ; 
2.  Two members appointed b y the Speaker of the House of 
Representatives, one of whom shall be a teacher employed by a public 
school district located in a county with a population of less than 
seventy thousand (70,000) according to the latest Federal Decennial 
Census and one of whom shall be a teacher employed by a public 
school district located in a county with a populati on of more than 
seventy thousand (70,000) according to the latest Federal Decennial 
Census; 
3.  One member appointed by the Governor , who shall be a teacher 
employed by a public school district in this state;

4.  One member appointed by the Superintendent of Public 
Instruction, who shall be a current or former Oklahoma Teacher of 
the Year and who shall serve as chair of the task force ; 
5.  One member appointed by the President Pro Tempore of the 
Senate, who shall be a superintendent employed by a public school 
district in this state and who shall serve as vice chair of the task 
force; 
6.  One member appointed by the Speaker of the House of 
Representatives, who shall be a superintendent employed by a public 
school district in this state; 
7.  One member appointed by the Gover nor, who shall be a current 
business owner in th is state who is not employed by or contracted 
with a public school district in this state; and 
8.  One member appointed by the Chancellor of the Oklahoma State 
System of Higher Education, who shall be a member of the Oklahoma 
Association of Colleges for Teacher Education. 
C.  Appointments to the task force shall be made within thirty 
(30) days after the effective date of this act. The task force 
shall conduct an organizational meeting no t later than September 1, 
2022. 
D.  A quorum of the task force shall be required to approve any 
final action of the task force.  For purposes of this sectio n, five 
members shall constitute a quorum.

E.  The task force may meet as often as may be required to 
perform the duties imposed upon it. 
F.  Task force members may participate via videoconference if 
they are visible and audible to each other through a video monitor . 
G.  Members of the task force shall receive no compensation or 
travel reimbursement. 
H.  The State Department of Education shall provide staff and 
administrative support for the task force. 
I.  The task force shall submit a report of its findings and 
recommendations by November 30, 2023, to the chairs of the Senate 
and House of Representatives education committees. 
SECTION 2.  This act shall become effectiv e July 1, 2022. 
SECTION 3.  It being immediately necessary fo r the preservation 
of the public peace, health, or safety, an emergency is hereby 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and aft er its passage and approval.
