NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1104.33 of Title 47, unless there is created a duplication in numbering, reads as follows: A. Twenty Dollars ($20.00) of the fee authorized by Section 1135.5 of Title 47 of the Oklahoma Statutes for the Diabetes Awareness license plates shall be deposited to the Diabetes Awareness License Plate Revolving Fund created in subsection B of this section. B. There is hereby created in th e State Treasury a revolving fund for the State Department of Health to be designated the "Diabetes Awareness License Plate Revolving Fun d". The fund shall consist of all monies received pursuant to subsection A of this section. All monies accruing to the cr edit of the fund are hereby appropriated and may be budgeted and expended by the State Department of Health for grants to Diabetes Solutions of Oklahoma to ENGR. S. B. Expenditures from the fund shall be made upon warrants issued by the State Treasurer against claims filed as prescribed by law with the Director of the Office of Management and Enterprise Services for approval and payment. SECTION 2. AMENDATORY 47 O.S. 2021, Section 1135. 2, as last amended by Section 4, Chapter 543, O.S.L. 2021, is amended to read as follows: Section 1135.2. A. The Oklahoma Tax Commission is hereby authorized to design and issue appropriate official speci al license plates to persons in recognition of their service or awards as provided by this section. Special license plates shall not be transferr ed to any other person but shall be removed from the vehicle upon transfer of ownership and retained. The spec ial license plate may then be used on another vehicle but only after such other vehicle has been registered for the current year. Special license plates shall be renewed each year by the Tax Commission or a motor license agent. The Tax Commission shall annually notify by mail all persons issued special license plates. The notice shall contain a ll necessary information and shall contain instructions for the renewal proce dure upon presentation to a motor license agent or the Tax Commission. The Tax Commission is hereby d irected to develop and i mplement a system whereby motor license agents are permitted to accept applications for special license plates authorized under this section. The motor license agent shall confir m the applicant's eligibility, if applicable, collect and deposit any amount specifically authorized by law, accept and process the necessary information directly i nto such system and generate a receipt accordingly. For performance of these duties, motor license agents shall retain the fee provided in Secti on 1141.1 of this title for registration of a motor vehicle. The motor license agent fees for acceptance of applications and renewals shall be paid out of the Oklahoma Tax Commission Reimbursement Fund. B. The special license plates provided by this sect ion are as follows: 1. Prisoner of War License Plates - such plates shall be designed for honorably discharged or present members of the United States Armed Forces and civilians who were former prisoner s of war held by a foreign country and who can provid e proper certification of that status. Such persons may apply for a prisoner of war license plate for no more than two vehicles with each vehicle having a rated carrying capacity of one (1) ton or less. The surviving spouse of any deceased former prisone r of war, if the spouse has not ENGR. S. B. The fee pr ovided by this section f or the special license plate authorized by this paragraph shall be in addition to all other registration fees provided by law, except the registration fees levied by Section 1132 of this title; 2. National Guard License Plates - such plates shall be designed for active or retired members of the Oklahoma National Guard. Retirees who are eli gible for such plates shall provide proof of eligibility upon initial application, but shall not be required to provide proof of eligibility annu ally; 3. Air National Guard License Plates - such plates shall be designed for active or retired members of th e Oklahoma Air National Guard. Retirees who are eligible for such plates shall provide proof of eligibility upon initial application, but shall not be required to provide proof of eligibility annually; 4. United States Armed Forces License Plates - such plates shall be designed for active, retired, former or reserve members of the United States Armed Forces, and shall identify which branch of service, and carry the embl em and name of either the Army, Navy, Air Force, Marines or Coast Guard, according to t he branch of service to which the member belongs or did belong. Former members who have been dishonorably discharged shall not be eligible for s uch plates. ENGR. S. B. Retired or former members who are elig ible for such plates shall provide proof of eligibility upon initial application, but shall not be required to provide proof of eligibility annually; 5. Congressional Medal of Honor Recipient License Pl ates - such plates shall be designed for any resident of this state who has b een awarded the Congressional Medal of Honor. Such persons may apply for a Congressional Medal of Honor recipient license plate for each vehicle with a rated carrying capacity of one (1) ton or less. There shall be no registration fee for the issuance of this plate; 6. Missing In Action License Plates - such plates shall be designed to honor members of the United States Armed Forces who are missing in action. The spouse of such missing person, if the spouse has not since remarrie d, or if remarried, the remarriage is terminated by death, divorce, or annulment, and each parent of the missing person may apply for a missing in action license plate upon presenting proper certificatio n that the person is missing in action and that the person making the applica tion is the qualifying spouse or the parent of the missing person. The qualifying spou se and each parent of the missing person may each apply for the missing in action license plate for each vehicle with a rated carrying capacity of one (1) ton or less; ENGR. S. B. Purple Heart Recipient License Plates - such plates shall be designed for any reside nt of this state presenting proper certification from the United States Department of Vetera ns Affairs or the Armed Forces of the United States c ertifying that such resident has been awarded the Purple Heart military decoration. Such persons may apply for a Purple Heart recipient license plate for vehicles having a rated carrying capacity of one (1) ton or less. The surviving spouse of any deceas ed veteran who has been awarded the Purple Heart military decoration, if such spouse has not since remarried, or if remarried, the remarriage has been terminated by death, divorce or annulment, may apply for such plate for one vehicle with a rated carrying capacity of one (1) ton or less. The license plate created by this paragraph shall be exempt from the fee provided by this section for special license plates; 8. Pearl Harbor Survivor License Plates - such plates shall be designed for any resident of th is state who can be veri fied by the United States Department of Veterans Affairs or the Armed Forces of the United States as being: a. a member of the United States Armed Forces on December 7, 1941, b. stationed on December 7, 1941, during t he hours of 7:55 a.m. to 9:45 a.m. Hawa ii time at Pearl Harbor, the island of Oahu, or offshore at a distance not to exceed three (3) miles, and ENGR. Such person may apply for a Pearl Harbor Survivor license plate for each vehicle with a rated carrying capacity of one (1) ton or less; 9. Iwo Jima License Pl ates - such plates shall be designed for any resident of this state who can be verified by t he United States Department of Veteran s Affairs or the Armed Forces of the Un ited States as being: a. a member of the United States Armed Forces in February of 1945, b. stationed in February of 1945 on or in the immediate vicinity of the island of Iwo Jima , and c. a recipient of an honorable d ischarge from the United States Armed Forces. Such person may apply for an Iwo Jima license plate for each vehicle with a rated carrying capacity of one (1) ton or less. Such license plate shall have the legend "Oklahoma OK" and shall contain three letters and three numbers. Between the letter s and numbers shall be a logo of the flag-raising at Iwo Jima. Below the letters, logo and numbers, the plate shall contain the words "FEB." at the left, "Iwo Jima" in the center and "1945" at the right. Such plates shall not be subject to the design req uirements of any other license plates prescribed by law other than the space for the ENGR. S. B. D-Day Survivor License Plates - such plates shall be designed for any resident of this state who can be verified by the United States Department of Veterans Affairs or the Armed Forces of the United States as being: a. a member of the United States Armed Forces on June 6, 1944, b. a participant in the Allied invasion of the coast of Normandy on June 6, 1944; provided, if such participation cannot be verified by the United States Department of Veterans Affairs or the Armed Forces of the United States, the Tax Commission may, in its discretion, accept e vidence of such particip ation from the person applying for the license plate, and c. a recipient of an honorabl e discharge from the United States Armed Forces. Such person may apply for a D-Day Survivor license plate for each vehicle with a rated carrying capacity of one (1) ton or less; 11. Killed in Action License Plates - such plates shall be designed to honor members of the United States Armed Forces who were killed in action. The sp ouse of the deceased person, if the spouse has not remarried, or if r emarried, the remarriage is terminated by death, divorce, or annulment, may apply for a killed in action ENGR. S. B. The qualifying spouse may apply for a killed in action license plate for no more than two vehicles with each vehicle with a rated carrying capacity of one (1 ) ton or less. The fee provided by this section for the special license plate authorized by this paragraph shall be in addition to all other registration fees provided by law, exc ept the registration fees levied by Section 1132 of this title. Beginning on the effective date of this section of this act November 1, 2021, the killed in action license pl ate shall be designed to honor members of the United States Armed Forces who were killed in action while engaged in combat with a hostile force. The parents, siblings, half-siblings, grandparents or spouse of the deceased pers on, if the spouse has not remarried, or if remarried, the remarriage is terminated by death, divorce or annulme nt, may apply for a killed i n action license plate upon presenting proper certification that the person was killed in action and that the person making the application is the qualifying spouse or family member of the deceased person. The qualifying spouse or family member may apply for a killed in action license plate for no more than two vehicl es with each vehicle with a rated carrying capacity o f one (1) ton or less. The license plate shall have a white background and the legend "Killed in Action" and shall contain any combination of ENGR. S. B. NO. 1387 Page 10 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 numbers and letters from one to a maximum of seven in black, as for personalized license plates. To the left of the numbers and letters shall be the Battlefield Cross in gold. The killed in action license plate shall be ex empt from any minimum issuan ce criteria related to license plate applications; 12. Gold Star Families License Plates - such plates shall be designed to honor members of the United States Armed Forces who were killed while on active duty. The parents, sib lings, half-siblings or grandparents of the deceased person may apply for a gold star license plate upon presenting proper certification that the person was killed while on a ctive duty and that the person making the application is the parent, sibling, half -sibling or grandparent of the deceased person. The family member may apply for a gold star families license plate for no more than two vehicles with each vehicle having a rated carrying capacity of one (1) ton or less. The fee provided by this section f or the special license plate authorized by this paragraph shall be in addition to all other registration fees provided by law, except the registr ation fees levied by Section 1132 of this title; 13. Military Decoration License Plates - such plates shall be designed for any resident o f this state who has been awarded the Distinguished Service Meda l, the Distinguished Service Cross, the Distinguished Flying Cross, the Bronze Sta r military decoration or the Silver Star military decoration. Such persons may ap ply for a ENGR. S. B. Vietnam Veteran License Plates - such plates shall be designed for honorably discharged or present members of the United States Armed Forces who served in the Viet nam Conflict. Such persons may apply for a Vietnam veteran lice nse plate for each vehicle with a rated carrying capa city of one (1) ton or less; 15. Police Officer License Plates - such plates shall be designed for any current ly employed, reserve or reti red municipal police officer or full -time, reserve or retired un iversity police officer certified by the Council on L aw Enforcement Education and Training or common education police officer certified by the Council on Law Enforcement Education and Training . Police officers may apply for police officer license plates f or vehicles with a rated capacity of one (1) ton or l ess or for a motorcycle upon proof of employment by or retirement from a municipal, university or common education police department by eit her an identification card or letter from the chief of the polic e department or the Oklahoma Police Pension and Retir ement Board. Retirees who ar e eligible for such plates shall provide proof of eligibility upon initial application but shall not be requir ed to provide proof of eligibility annually. The license plates shall be designed in consultation with municipal pol ice departments of this state ; provided, the license plate for motorcycles may be of similar design ENGR. S. B. NO. 1387 Page 12 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 to the license plate for motor vehicles or may be a new design in order to meet space requirements for a motorcycle license plate; 16. World War II Veteran License Plates - such plates shall be designed to honor honorably discharged former members of the United States Armed Forces who are resi dents of this state and who can be verified by the Oklahoma Military Department of the State of Oklahoma, the Department of Veterans Affairs or th e Armed Forces of the United States as having served on federal active duty anytim e during the period from September 16, 1940, to December 7, 1945. The former members may ap ply for a World War II Veteran license plate for vehicles with a rated carrying ca pacity of one (1) ton or less. The license plate shall have the legend "Oklahoma" and shall contain, in the center of the plate, either the Thunderbird Insignia of the 45th Infantry Division in the prescribed red and gold coloring or the emblem of the Army , Navy, U.S. Army Air Corps, Marines or Coast Guard according to the branch of ser vice to which the member belonged. For the purpose o f license plate identification, the pla te shall contain four digits, two digits at the left and two digits at the right o f the insignia or emblem. Centered on the bottom of the license plate shall be th e words "WORLD WAR II"; 17. Korean War Veteran Licen se Plates - such plates shall be designed to honor honorably discharged former members of th e United States Armed Forces who are residents of this state and who can be ENGR. S. B. NO. 1387 Page 13 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 verified by the Oklahoma Military Department of the State of Oklahoma, the Department of Veterans Affairs or the Armed Forces of the United States as having served on federal activ e duty anytime during the period from June 27, 1950, to January 31, 1955, both dates inclusive. The former mem bers may apply for a Korean War Veteran license plate for v ehicles with a rated carrying capacity of one (1) ton or less. The license plate shall have the legend "OKLAHOMA" and shall contain, in the center of the plate, either the Thund erbird Insignia of the 45th Infantry Division in the prescribed red and gold coloring or the emblem of the Army, Navy, Air Force, Marines or Coast Guard according to the branch of service to whi ch the member belonged. For the purpose of license plate iden tification, the plate shall contain four digits, two digits at the left and two digits at the right of the insignia or emblem. Centered on the bottom of the license plate shall be the word "KOREA"; 18. Municipal Official License Plates - such plates shall be designed for persons elected to a municipal office in this state and shall designate the name of the municipality and the district or ward in which the municipa l official serves. The plate s shall only be produced upon application; 19. Red Cross Volunteer License Plates - such plates shall be designed to honor American Red Cross volunteers and st aff who are residents of this state. Such persons must present an ENGR. S. B. The license plate shall be designed with the assistance of the American Red Cross and shall hav e the legend "Oklahoma OK!" in the color Pantone 186C Red. Below t he legend the symbol of the American Red Cross and no more than three letters and three numbers shall be in the color Pantone 186C Red. Below the symbol and letters and numbers shall be th e words "American Red Cross" in black. The plates shall not be sub ject to the design requirements of any other license plates prescribed by law other than the space for the plac ement of the yearly decals for each succeeding year of registration after the initial issue; 20. Desert Storm License Plates - such plates shall be designed and issued to any honorably discharged or present member of the United States Armed Forces who ser ved in the Persian Gulf Crisis and the Desert Storm operation. Such persons m ay apply for a Desert Storm license plate for each vehicle with a r ated carrying capacity of one (1) ton or less; 21. Military Reserve Unit License Plates - such plates shall be designed and issued to any honorably discharged or present member of a reserve unit of the United States Armed Forces. Such persons may apply for a Military Reserve Unit li cense plate for each vehicle with a rated carrying capacity of one (1) ton or less; 22. Oklahoma City Bombing Victims and Survivors License Plates - such plates shall be designed and issued to any victim or survivor ENGR. S. B. NO. 1387 Page 15 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 of the bombing attack on the Alfred P. Murrah Federal Building in downtown Oklahoma City on April 19, 1995; 23. Civil Air Patrol License Plates - such plates shall be designed and issued to any pers on who is a member of the Civil Air Patrol. Such persons may apply for a Civil Air Patrol licen se plate for each vehicle with a rated carrying capacity of on e (1) ton or less upon proof of membership in the Civil Air Patrol. The license plate shall be designed in consultation with the Civil Air Patrol; 24. Ninety-Nines License Plates - such plates shall be designed and issued to members of the Ninety -Nines. Persons applying for such license plate must show proof of membership in the Ninety - Nines. The license plates shall be designed in consultation with the Ninety-Nines; 25. Combat Infantryman B adge License Plates – such plates shall be designed to honor r ecipients of the Com bat Infantryman Badge. The plate shall have the legend "Oklahoma OK". Below the legend shall be the Combat Infantryman Badge and three numbers. Below the badge and the numbers shall be the words "Combat Infantryman Badge". Such persons may apply for a Combat Infantryman Badge license plate for each vehicle with a rated carrying capacity of one (1) ton or less; 26. Somalia Combat Veterans Licen se Plates – such plates shall be designed and issued to any honorably discharged or present member of the United States Armed Forces who saw combat in the United ENGR. Suc h persons may apply for a Somalia Combat Veteran license plate for each vehicle with a rated car rying capacity of one (1) ton or less; 27. Police Chaplain Li cense Plates – such plates shall be designed and issued to members of the International Conference of Police Chaplains (ICPC) who have completed the ICPC requirement s for basic certification as a police chaplain. The license plates shall be designed in consultation with the ICPC; 28. Joint Service Commendation Medal License Plates – such plates shall be designed and issued to any resident of this state who has been awarded the Joint Service Com mendation Medal by the United States Secretary of Defense; 29. Merchant Marine License Plates - such plates shall be designed, subject to criteria to be presen ted to the Tax Commission by the Oklahoma Department of Veterans Af fairs, and issued to any person who during combat was a member of the Merchant Marines as certified by the Okla homa Department of Veterans Affairs. Such license plate may be issued for eac h vehicle with a rated carrying capacity of one (1) ton or less; 30. Legislative License Plates - such plates shall be designed for persons elected to the Ok lahoma Legislature a nd shall designate the house of the Legislature in which the legislator serves and the district number; ENGR. Disabled Veterans License Plates - such plates shall be designed for persons presenting proper certification from the United States Department of V eterans Affairs or the Armed Forces of the United States certifying such veter an has a service-connected disability rating of fifty percent (50%) or more, regardless which agency pays the disability benefits, or that such veteran has be en awarded a vehicle by the United States government or receives a grant from the United States De partment of Veterans Affairs for the purchase of an automobile due to a service-connected disability rating or due to the loss of use of a limb or an eye. Su ch persons may apply to the Tax Commission for a disabled veterans license plate or to a motor lic ense agent for a regular license plate for no more than two vehicle s with each vehicle having a rated carrying capacity of one (1) ton or less. The surviving spouse of any deceased disabled veteran, if the spouse has not since remarried, or if remarried, the remarriage is terminated by death, divorce, or annulment, or a surviving spouse in receipt of Dependency and Indemnity Compensation from the United States Department of Veterans Affairs, may apply for a disabled veterans license plate for one vehicle with a rated carrying capacity of one (1) ton or less. The fee provided by this section for the special license plate authorized by this paragraph shall be in addition to all other registration fees provided by law, except the registration fees ENGR. S. The total expense of this license plate shall not exceed Five Dollar s ($5.00). If the person qualifies for a disabled veterans lic ense plate and is also eligible for a physically disabled placard under the provisions of Section 15-112 of this title, the person shall be eligible to receive a dis abled veterans license plate that also displays the international accessibility symbol, whi ch is a stylized human figure in a wheelchair. Upon the death of the disabled veteran with a disabled veterans license plate with the international accessibility sy mbol, the plate shall be returned to the Tax Commission; 32. United States Air Force Assoc iation License Plate s - such plates shall be designed for members of the United States Air Force Association. Persons applying for such license plate must show proof of membership in the Associ ation. The license plates shall be designed in consultation w ith the Association; 33. Oklahoma Military Academy Alumni License Plates - such plates shall be designed and issued to any resident of this state who is an alumnus of the Oklahoma Military Acad emy. Such persons may apply for an Oklahoma Military Academy Alumnus license plat e for each vehicle with a rated carrying capacity of one (1) ton or less. The license plates shall be designed in consultation with the Oklahoma Military Academy and shall contain the shield of the Academy; ENGR. S. B. Amateur Radio Operator License Plates – such plates shall be designed and issued to any person, holding a valid operator 's license, technician class or better, issued by the Federal Communications Commission, and who is also the owner of a motor vehicle currently registered in O klahoma, in which ha s been installed amateur mobile transmitting and receiving equipment. Eligible persons shall be entitled to two special vehicle identification plates as herein provided. Ap plication for such identification plates shall be on a form pr escribed by the Tax Commission and the plates issued to such applicant shall have stamped thereon the word "Oklahoma" and bear the official call letters of the radio station assigned by the Fede ral Communications Commission to the individual amateur operat or thereof. All applications for such plates must be made to the Tax Commission on or before the first day of October of any year for such plates for the following calendar year and must be acc ompanied by the fee required in this section together with a c ertificate, or such other evidence as the Tax Commission may require, of proof that applicant has a valid technician class or better amateur operator 's license and proof of applicant's ownership of a vehicle in which radio receiving and transmitting equipm ent is installed. A pplicants shall only be entitled to one set of special identification plates i n any one (1) year, and such calendar year shall be stamped thereon . The right to such special identification plates herein provided for ENGR. S. B. NO. 1387 Page 20 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 shall continue until the amateur radio operator's license of the person to whom such plates are issued expires or is r evoked; 35. American Legion License Plates - such plates shall be designed for members of the A merican Legion. Persons applying for such license plate must show proof of member ship. The license plates shall be designed in consultation with the American Legion of Oklahoma; 36. Deputy Sheriff License Plates - such plates shall be designed for any currently employed or retired county sheriff or deputy sheriff. County sheriffs or deputy sheriffs may apply for such plates for vehicles with a rated capacity of one (1) ton or less upon proof of employment by or retirement fr om a county sheriff's office by either an identification card or letter from the county sheriff or a government -sponsored retirement board from which the county sheriff or deputy sheriff ma y be receiving a pension. Retirees who are eligible for such plate s shall provide proof of eligibility upon initial application but shall not be required to provide proof of eli gibility annually. The license plates shall be designed in consultation with the county sheriff offices of this state; 37. Gold Star Surviving Spouse License Plates – such plates shall be designed to honor the surviving spouses and ch ildren of qualified veterans. As used in this paragraph, "qualified veteran" shall mean: ENGR. S. B. NO. 1387 Page 21 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 a. any person honorably discharged from any branch of the United States Armed Forces or as a member of the Oklahoma National Guard, who died as a direct result of the performance of duties for any branch of the United States Armed Forces or Oklahoma National Guard while on active military duty, or b. any person honorably discharg ed from any branch of the United States Armed Forces or as a member of the Oklahoma National Guard, who died as a result of injury, illness or disease caused by the performance of such duties while on active duty, whether the death occurred while on active duty or after the honorable discharge of such person. The fee provided by this section for the special license plate authorized by this paragraph shall be in addition to all other registration fees provided by law, except the registration fees levied by Section 1132 of this title; 38. Korea Defense Service Medal License Plates – such plates shall be designed and issued to any resident of this state who has been awarded the Korea Defense Se rvice Medal by the United States Secretary of Defense. Such person s may apply for a Korea Defen se Service Medal license plate for each vehicle with a rated c arrying capacity of one (1) ton or less; ENGR. S. B. NO. 1387 Page 22 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 39. 180th Infantry License Plates – such plates shall be designed for members and prior members of the 180th Infantry. Persons applying for such licens e plate must obtain and provide proof of their membership from the 180th Infantry Association. The license plates shall be designed in consultation with the 18 0th Infantry; 40. Operation Iraqi Freedom Veteran License Plates – such plates shall be designe d and issued to any honorably discharged or present member of the United States Ar med Forces who served in Operation Iraqi Freedom. Such person may apply for a n Operation Iraqi Freedom Veteran license plate for each vehicle wi th a rated carrying capacity of one (1) ton or less, or for a motorcycle; provided, the license plate for motor cycles may be of similar desig n to the license plate for motor vehicles or may be a new design in order to meet space requirements for a motorcyc le license plate; 41. United States Air Force Academy Alumni License Plates - such plates shall be designed an d issued to any resident of th is state who is an alumnus of the United States Air Force Academy. Such persons may apply for a United States Air Force Academy Alumnus license plate for each vehicle with a rated carrying capacity of one (1) ton or less; 42. Operation Enduring Freedom V eteran License Plate – such plates shall be desi gned and issued to any honorably discharged or present member of th e United States Armed Forces who served in ENGR. S. B. NO. 1387 Page 23 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 Operation Enduring Freedom on or after September 11, 2001. The license plate shall be designed in consultation with the Military Department of the State of Oklahoma. Such person may apply for an Operation Enduring Freedom Veteran license pl ate for each vehicle with a rated carrying capacity of one (1) ton or less, or for a motorcycle; provided, the l icense plate for motorcycles may be of similar design to the license plate for motor vehicles or may be a new design in order to meet space requ irements for a motorcycle license plate; 43. Military Multi-Decoration License Pl ate – such plates shall be designed and issued to any honorably discharged or present member of the United States Armed Forces who qualifies for more than one military decoration license plate pursuant to the provisions of this section. The Tax Commission shall develop and implement a system whereby the designs of the eligible lice nse plates can be included together on a single license plate. Suc h person may apply for a Military Multi-Decoration license plate for each vehicle with a rated carrying capacit y of one (1) ton or less; 44. Global War on Terror Expeditionary License Plat e – such plates shall be designed and issued to any honorably disch arged or present member of th e United States Armed Forces who has earned a Global War on Terror Expeditionary d ecoration. The license plate shall be designed in consultation with the Unite d States Institute of Heraldry and the Military Department of the S tate of Oklahoma. ENGR. S. B. Legion of Merit Medal Recipient License Plates - such plates shall be designed for any resident of this state pr esenting proper certification from the United States Departmen t of Veterans Affairs or the Armed Forces of the U nited States certifying that such resident has been awarded the Legion of Merit military decoration. Such persons may apply for a Legion of Mer it recipient license plate for vehicles having a rated carryin g capacity of one (1) ton or less. The license pl ate shall be designed in consultation with the M ilitary Department of the State of Oklahoma; 46. 1-179th License Plates - such plates shall be designed for members, prior members and members of the househo ld of a member or former member of the 1 -179th Infantry. Persons applying for such license plate must obtain and provide proof of their membership association with the 1-179th Infantry Associat ion. The license plate shall be designed in consultation with the 1-179th Infantry; 47. 2-179th License Plates - such plates shall be designed for members, prior members and members of the household of a member or former member of the 2-179th Infantry. Persons applying for such license plate must obtain and provid e proof of their mem bership association with the 2 -179th Infantry Association. Combat Action Ribbon Recipient License Plates - such plates shall be designed to honor recip ients of the Combat Action Ribbon who present proper certification from the United States Departme nt of the Navy. The license plate shall include the Combat Action Ribbon earned by the recipien t. Such persons may apply for a Combat Action Ribbon Recipien t license plate for vehicles having a rated carrying capacity of one (1) ton or less; 49. Oklahoma Submarine Veterans License Plate – such plates shall be designed for any resident of this stat e who is a United States submarine veteran and presents either a Department of Defense form 214 or other documen tation certifying such service. Such persons may apply for an Oklahoma Submarine Veterans license plate for vehicles having a rated capacity of one (1) ton or less. The license plate design shall include both gold and silver dolphins to represent both officer and enlisted service members; 50. United States Navy Seabees and Civil Engineer Corps License Plate – such plates shall be designed and i ssued to any honorably discharged or present member of the Uni ted States Navy Seab ees or Civil Engineer Corps. Such persons may apply for a United States Navy Seabees and Civil Engineer Corps license plate for vehicles having a rated carrying capacity of one (1) ton or less. The license plate shall be designed in c onsultation with the Military Department of the St ate of Oklahoma; ENGR. S. B. Combat Action Badge Recipi ent License Plate - such plates shall be designed to honor recipien ts of the Combat Action Badge who present proper certification from the United States Army. The license plate shall include the Combat Actio n Badge earned by the recipient. Such persons m ay apply for a Combat Action Badge Recipient license plate for vehi cles having a rated carrying capacity of one (1) ton or less, or for a motorcycle; provided , the license plate for motorcycles may be of simi lar design to the license plate for motor vehicl es or may be a new design in order to meet space requirements for a motorcycle license plate; 52. Iraq Combat Veteran License Plate – such plates shall be designed and issued to any honorably discharged or p resent member of the United States Armed Forces who saw combat in Operation Iraqi Freedom. Such persons may apply for an Iraq Combat Veteran li cense plate for each vehicle with a rated carrying capacity of one (1) ton or less, or for a motorcycle; provide d, the license plate for motorcycles may be of s imilar design to the license plate for motor vehicles or may be a n ew design in order to meet sp ace requirements for a motorcycle license plate; 53. Afghanistan Combat Veteran L icense Plate – such plates shall be designed and issued to any honorably disch arged or present member of the United States Armed Forces who saw c ombat in Operation Enduring Freedom. Such persons may apply for an Afghanistan Combat Veteran license plate fo r each vehicle with a rated ca rrying ENGR. S. B. NO. 1387 Page 27 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 capacity of one (1) ton or less, or for a motorcycle; provided, the license plate for motorcycles may be of similar design to the license plate for motor vehicles or may be a new design in order to meet space requiremen ts for a motorcycle license pl ate; 54. Special Forces Association License Pla tes – such plates shall be designed and issued to any honorably dis charged or present member of the Army Special Forces qualified and authorized to wear upon the person's United States military uniform the A rmy Special Forces Tab. Persons applying for the Special Forces Association license plate must provide a copy of th e orders awarding the Special Forces Tab or authorizing its wear upon a United States mili tary uniform. The license plate shall be designed in consultation with the Special Forces Associat ion, Chapter 32-50. The Tax Commission shall produce up to two dis tinct designs for the Special Forces Association license plate. Qualified persons may sel ect one design at the time of application. The pl ates shall be issued to any qualified person in a ny combination of numbers and letters from one to a maximum of seve n, as for personalized licens e plates; 55. Veterans of the United States Armed Forces Lic ense Plates – such plates shall be designed for ve terans of the United States Armed Forces, and sha ll identify the branch of service, carry the emblem and name of eit her the Army, Navy, Air Force , Marines or Coast Guard, according to the branch of service to which the member belonged, and shall reflect ve teran status. Former members who have ENGR. S. B. NO. 1387 Page 28 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 been dishonorably discharged shall not be eligible for such plates. Persons applying for such license pla tes must show proof of past military service by presenting a valid United States D epartment of Defense Form (DD)214 upon initial application but shall not be required to provide proof of eligibility annually; and 56. Navy Chief License Plates - such plates shall be designed and issued to any resident of this state who has achieved the rank of E7 through E9 in the United States Navy and presents proper certification that the resident has achieved such rank and was either honorably discharged or is an active or retired member of the United States Navy. Such persons m ay apply for a Navy C hief license plate for vehicles having a rated carrying capacity of one (1) to n or less, or for a motorcycle; provided, the license plate for motorcycles may be of similar de sign to the license plate for motor vehicles or may be a new design in order to me et space requirements for a motorcycle license plate ; and 57. Air Medal License Plates – such plates shall be designed and issued to any residen t of this state who ha s earned the Air Medal and presents proper certification that the residen t has been awarded such medal. The license plate shall include an image of the Air Medal earned by the recipient. Such persons may apply for a n Air Medal license plate for vehicles having a rated carrying capacity of one (1) ton or less, or for a motorcycl e; provided, the license plate for motorcycles may be of similar design to the ENGR. S. B. NO. 1387 Page 29 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 license plate for motor vehicles or may be a new design in order to meet space requirements for a motorcycle license plate. C. Unless otherwise provided by this section, the f ee for such plates shall be Eight Dollars ($8.00) and shall be in addition to all other registration fees provided by the Oklahoma Vehicle License and Registration Act. Such fees shall be deposited in the Oklahoma Tax Commission Reimbursement Fund to be u sed for the administration of the Oklahoma Vehicle License and Registration Act. SECTION 3. AMENDATORY 47 O.S. 2021, Section 1135.5, as last amended by Section 6, Chapter 543, O.S.L. 2021, is amended to read as follows: Section 1135.5. A. The Oklahoma Tax Commission is hereby authorized to design and issue appropria te official special license plates to persons wishing to demons trate support and provide financial assistance as provided by this section. Special license plates shall not be transferred to any other person but shall be removed from the vehicle upon transf er of ownership and retained. The special license plate may th en be used on another vehicle but onl y after such other vehicle has been registered for the current year with a motor license agent. Special license plates shall be renewed each year by the Tax Commission or a motor license agent, unless authorized by the Tax Commission to be renewed for a pe riod greater than one (1) year. The Tax Commission shall notify by mail all persons issued special ENGR. S. B. NO. 1387 Page 30 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 license plates. The notice shall contain all necessary information and shall contain instructions for the renewal proc edure upon presentation to a motor li cense agent or the Tax Commission. The license plates shall be issued o n a staggered system. The Tax Commission is hereby directed to develop and implement a system whereby motor license agents are permitted to accept applications for special license plat es authorized under this section. The motor license agent shall confirm the applicant's eligibility, if applicable, collect and deposit any amount specifically authorized by law, accept and process the necessary information directly into such system and g enerate a receipt accordingly. For performance of these duties, motor l icense agents shall retain the fee provided in Section 1141.1 of this title for registration of a motor vehicle. The motor license agent fees for acceptance of applications and renewa ls shall be paid out of the Oklahoma Tax Commission Reimbursement Fund. If fewer than one hundred of any t ype of special license plates authorized prior to January 1, 2004, are issued prior to January 1, 2006, the Tax Commission shall discontinue issuance and renewal of that type of special license plate. Any such authorized special license plate registrant s hall be allowed to display the license plate upon the designated vehicle until the registration expiration date. After such time the expired special license plate shall be removed from the vehicle. ENGR. S. B. NO. 1387 Page 31 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 For special license pla tes authorized on or after July 1, 2004, no special license plates shall be develope d or issued by the Tax Commission until the Commission receives one hundred prepaid applications therefor. The prepaid applications must be received by the Tax Commission within one hundred eighty (180) da ys of the effective date of the authorization or t he authority to issue shall be null and void. In the event one hundred prepaid applications are not received by the Tax Commission within such prescribed time period any payment so received shall be refund ed accordingly. B. The special license plates pro vided by this section are as follows: 1. University or College Supporter License Plate - such plates shall be designed and issued to any person wishing to demonstrate support to any state-supported or private university or college. As provided in this section, an amount of the fee collected shall be apportioned as provided in Section 1104.1 of this tit le; 2. Environmental Awareness License Plate - such plates shall be designed, subject to the criteria to be presented to the Tax Commission by the Departme nt of Environmental Quality in consultation with the Oklahoma A rts Council, and issued to any person wishing to demonstrate support to implement the statewide general public environmental education program created pursuant to the provisions of the Oklahoma Environmental Quality Code. Such plates shall be designed and issued to any person in any combinat ion ENGR. S. B. NO. 1387 Page 32 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 of numbers and letters from one to a maximum of seven, as for personalized license plates. A dealer 's license plate issued pursuant to Section 1116.1 o r 1128 of this title may be designated an Environmental Awarene ss License Plate upon payment of the fee imposed by this section and any other registration fees required by the Oklahoma Vehicle License and R egistration Act. As provided in this section, an amount of the fee collected shall be apportioned pursuant to Section 1104.2 of this title; 3. Firefighter License Plate - such plates shall be designed for any career or retired firefighter, volunteer or p aid. Firefighters may apply for firefighter plate s for up to four vehicles with a rated capacity of one (1) ton or less or for a motorcycle upon proo f of a fire department membership by either an identification card or le tter from the chief of the fire de partment. Retirees who are eligible for such plat es shall provide proof of eligibility upon initial application, but shall not be required to provide proof of eligibility annually. The surviving spouse of any deceased firefighter, if the spouse has not s ince remarried, may apply for a firefighter licens e plate for one vehicle with a rated carrying capacity of one ( 1) ton or less or for a motorcycle up on proof that the deceased firefighter was a member of a fire department by either an identification card or letter from the chief of the fire department. The license plate shall be designed in consultation with the Ok lahoma Firefighters Association. ENGR. S. B. NO. 1387 Page 33 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 As provided in this section, an amount of the fee collected shall be deposited to the Oklahoma State Firemen 's Museum Building & Memorial Fund for support of th e Oklahoma Firefighters Museum and the Oklahoma Fallen and Livi ng Firefighters Memorial; 4. Wildlife Conservation License Plate - such plates shall be designed, subject to the criteria to be presented to t he Tax Commission by the Okla homa Department of Wi ldlife Conservation in consultation with the Oklahoma Arts Coun cil, and issued to any person wishing to demonstrate support for wildlife conservation in this state through the Wildlife Diversity Fund, provi ded for in Section 3-310 of Title 29 of the Oklaho ma Statutes. Such plates may be designed and issued to any per son as for personalized license plates. As provided in this section, an amount of the fee collected shall be apportioned pursuant to subsection D of Section 3-310 of Title 29 of the Oklahoma St atutes; 5. Child Abuse Prevention License Plate - such plates shall be designed, subject to the cri teria to be presented to the Tax Commission by the Office of Child Abuse Prevention in the State Department of Health and the Oklahoma Committee to Prevent Child Abuse, and issued to any person wishing to demonstrate su pport for the prevention of child abu se. As provided in this section, an amount of the fee collected shall be deposited in the Child Abuse Prev ention Fund; ENGR. S. B. NO. 1387 Page 34 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 6. United States Olympic Committee S upporter License Plate - such plates shall be designed and issu ed to any person wishing to demonstrate support for the United States Olympic Committee. The plates shall be issued to any person in any combi nation of numbers and letters from one to a maximu m of seven, as for personalized license plates. The plate shal l contain the official United States Olympic Committee logo. The Tax Commission shall be authorized, if necessary, to enter into a licensing a greement with the United States Olympic Committee for any licensing fees which may be required in order to use th e United States Olympic Committee log o or design. The licensing agreement shall provide for a payment of not more than Twenty-five Dollars ($25.00) for each license plate issued; 7. Oklahoma History License Plate - such plates shall be designed and issued to any person wishing to demonstrat e interest in Oklahoma history. As provided in this section, an amount of the fee collected shall be depo sited to the Oklahoma Histori cal Society Revolving Fund to be used for educational purposes; 8. Historic Route 6 6 License Plate - such: a. vehicle plates shall be designed to honor historic Route 66, also known as the "Mother Road". As provided in this section, an amount of the fee collected for each ve hicle license plate shall be apportioned to the Oklahoma Histor ical Society ENGR. S. B. NO. 1387 Page 35 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 Revolving Fund to be dis tributed to the Route 66 Museum located in Clinton, Oklahoma, and b. motorcycle plates shall be designed i n consultation with the Oklahoma Route 66 Associat ion, Inc. The Oklahoma Tax Commission shall be authorized to e nter into a licensing agreement with the Oklahoma Route 66 Association, Inc., for any licensing fees which ma y be required in order to use the Oklahoma Route 66 Association, Inc., logo or desig n. The licensing agreement shall provide for a payment to the Oklahoma Route 66 Association, Inc., of not more than Twenty Dollars ($20.00) for each motorcycle license pla te issued; 9. Heart of the Heartl and License Plate - such plates shall be designed and issued to any person wishing to honor the victims of the terrorist bombing attack on the Alfred P. Murrah Federal Building in downtown Oklahoma City on April 19, 1995. As provided in this section, an a mount of the fee collected sh all be deposited in the Heart of the Heartland Scholarship Fund, as established in Section 2282 of Title 70 of the Oklaho ma Statutes; 10. Emergency Medical Technician License Plate - such plates shall be designed and issued to any person who is an emergen cy medical technician. Such persons may apply for an emergency medical technician license plate for each vehicle with a rated carrying ENGR. S. B. NO. 1387 Page 36 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 capacity of one (1) ton or less upon proof of an emergenc y medical technician's license. The license plate shall be des igned in consultation with the state association of emergency medical technicians. As provided in this section, an amoun t of the fee collected shall be apportioned to the Emergency Medical Per sonnel Death Benefit Revolving Fun d created in Section 1 -2505.2 of Title 63 of the Oklahoma Statutes; 11. Fight Breast Cancer License Plate - such plates shall be designed to demonstr ate support for the prevention and treatment of breast cancer in this st ate. As provided in this section, an amount of the fee collected shall be apportion ed to the Breast Cancer Act Revolving Fund; 12. Crime Victims Awareness License Plate - such plates shall be designed and issued to any person wishing to demonstrate awareness of and support for victims of crimes. The license plates shall be designed in consultation with the Oklahoma Crime Victims Centre. As provided in this section, an amount of the fee collected shall be apportioned to the Attorney General 's Revolving Fund for the Office of the Attorney General, which is hereby dir ected to use such funds to contract with a statewide nonprofit organization to provide services to crime victims; 13. Oklahoma Safe Kids Association License Plate - such plates shall be designed and issued to any person wishin g to demonstrate support and awareness of the Okla homa Safe Kids Association. The ENGR. S. B. NO. 1387 Page 37 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 license plate shall be designe d in consultation with the Oklahoma Safe Kids Association. As provided in this section, an amount of the fee collected shall be deposited in t he Children's Hospital - Oklahoma Safe Kids Associ ation Revolving Fund to be distributed to the Oklahoma Safe Kid s Association program; 14. Four-H Club License Plate – such plates shall be designed, subject to criteria to be presented to the Tax Commissio n by the Four-H Foundation, and issued to any pers on wishing to demonstrate support of the Four-H Club. Such plates may be designed and issued to any person as for personalized license plates. As provided in this section, an amount of the fee collected s hall be apportioned to the OSU Extension Service L icense Plate Revolving Fund created in Section 1104.4 of this t itle; 15. Agricultural Awareness Lic ense Plate – such plates shall be designed, subject to criteria to be pr esented to the Tax Commission, by the Oklahoma Department of Ag riculture, Food, and Forestry in consultation with the Oklahoma Arts Council, and is sued to any person wishing to demonst rate support of the Department's Ag in the Classroom Education Program. As provided in this section, an a mount of the fee collected sh all be apportioned as provided in Section 1104.3 of this title; 16. Oklahoma Stateh ood Centennial License Plate – such plates shall be designed and issued to any person wishing to commemorate the centennial of Oklahoma 's admission to statehood in 1907. T he ENGR. S. B. NO. 1387 Page 38 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 license plates shall be designed in consultation with the Oklahoma Capitol Complex and Centennial Commemoration Commis sion. As provided in this section, an amount of the fee collected shall be deposited in the Oklahoma Department of Commerce Revolving Fund created in Section 5012 of Title 74 of the Oklahoma Statutes; 17. Support Education License Plate – such plates shall be designed, subject to criteria to be presented to the Tax Commissi on by the State Department of Educ ation in consultation with th e Oklahoma Arts Council, and issued to any person wishing to demonstrate support for education in this state. All motor l icense agents shall display a sample of the Support Education License p late in the area of the business a ccessed by the public. Twent y-three Dollars ($23.00) of the fee collected shall be apportioned as follows: a. five percent (5%) shall be deposited to the Education Reform Revolving Fund, b. five percent (5%) shall be depo sited to the Higher Education Revolving Fund, c. five percent (5%) shall be deposite d to the State Career Technology Fund, and d. eighty-five percent (85%) shall be deposited to the Teachers' Retirement Benefit Fund as set forth in Section 17-108 of Title 70 of the Oklahoma Statutes. Retired Oklahoma Highw ay Patrol Officers Li cense Plate – such plates shall be designed and issued to any r etired officer of the Oklahoma Highway Patrol. The license plate shall have the legend "Oklahoma" and shall contain, in the center of the plat e, the Highway Patrol Officer s patch using the sam e colors and pattern as used in the patch. Centered on the bot tom of the license plate shall be the word "Retired". The letters "TRP" shall be used in combination with three numbers on either side of the insignia or emblem. The color of the letters and numbers shall be brown. Retirees who are eligible for such pla tes shall provide proof of eligibility upon initial application, but shall not be required to provide proof of eligibility annually. The survi ving spouse of any deceased retired officer of the Oklahoma Highway Patrol, if the spouse has not since remarried , or if remarried, the remarriage is terminated by death, divorce, or annulment, may apply for a Retired Oklahoma Highway Patrol Officers licen se plate. As provided in thi s section, an amount of the fee collected shall be deposited into the Law Enforcement Retirement Fund; ENGR. S. B. Boy Scouts of America Supporter License Plate – such plates shall be designed and iss ued to any person wishing to demon strate support for the Boy Sc outs of America. The plates shall be issued to any person in any combination of num bers and letters from one to a maximum of seven, as for personalized license plates. The plate shall contain the official Boy Scouts of Americ a logo. The Tax Commission shall be authorized, i f necessary, to enter into a licensing agreement with the Boy S couts of America for any licensing fees which may be required in order to use the Boy Scouts of America logo or design. The licensing agreemen t shall provide for a payment to the Boy Scouts of America of not more than Twenty Dollars ($20.00) for each lice nse plate issued; 20. Urban Forestry and Beautification License Plate – such plates shall be designed, subje ct to criteria to be presented to the Tax Commission, by the Ok lahoma Department of Agriculture, Food, and Forestry in consultation with nonprofit organizations in this state that develop and operate programs to encourage urban forestry and beautification, and issued to any person wishing to demonstrate support of such programs. As provi ded in this section, an amount of the fee collected shall be ap portioned as provided in Section 1104. 5 of this title; 21. Oklahoma State Parks Supporter License Plate – such plates shall be designed, subje ct to criteria to be presented to the Tax Commission by the Oklahoma Tourism and Recreation Department, and ENGR. Twenty -three Dollars ($23.00) of the fee collected shall be deposited in the Oklahoma Tourism and Recreation Department Revolving Fund. Such money shall be designated for and may only be expended for the supp ort of Oklahoma state parks; 22. Adoption Creates Families License Plate – such plates shall be issued to any person wishing to demonstrate support of pre gnant women who are committed to placing their children for ado ption and wishing to provide assistanc e to guardians, adoptive parents and other created families to assis t in the adoption and placement of children in permanent, safe homes. The license plat es shall be designed and final terminology delivered in consult ation with the Oklahoma Adoption Coali tion and the Department of Human Services. Twenty-five Dollars ($25.00) of the fee collected shall be de posited in a revolving fund established in the Sta te Treasury for and to be used by the Department of Human Servi ces for the implementation of the Investing in Stronger Oklahoma Families Act specifically for created families; 23. Choose Life License Plate – such plates shall be designed, subject to criteria presented to the Tax Commission, by Choose Life, Inc., and issued to any person who wishes to dem onstrate support of organizations that encourage adoption as a posit ive choice for women with unplanned pregnancies. As provided in this section, an amoun t of the fee collected shall be deposited in the Choose Life ENGR. S. B. The license plates shall be designed in consultation with the Oklahoma FFA Foundation Board of Directors. As provided in t his section, an amount of the fee collected shall be apportioned as provided in Section 1104.7 of this title; 25. Lions Club License Plate – such plates shall be designed and issued to persons wishi ng to demonstrate suppo rt for the Lions Club of Oklahoma. The plates shall be issued to any person in any combination of numbers and letters from one to a maximum of sev en, as for personalized license plates . The license plates shall be designed in consultation with the Oklaho ma Lions Service Foundation and shall contain the official logo of the International Association of Lions Clubs. The Tax Commission shall be autho rized to enter into a licensing agreem ent with the Oklahoma Lions Service Foundation. The licensing agreemen t shall provide for a payment to the Oklahoma Lions Service Foundation of not more t han Ten Dollars ($10.00) for each license plate issued; 26. Color Oklahoma License Plate – such plates shall be designed, subject to criteria to be presented to the Tax Co mmission by the Oklahoma Native Pl ant Society, and issued to any person ENGR. S. B. Girl Scouts of the United States of America Supporter License Plate - such plates shall be designed and issued to any person wishing to demons trate support for the Girl Scouts of the United States of America. The plates shall be issued to any person in any combination of numbers and lett ers from one to a maximum of seven, as for personalized license plates. The plate sha ll contain the official Girl Scouts of the United States of America logo. The Tax Commission shall be auth orized, if necessary, to enter into a licensing agreement with the Girl Scouts of the United States o f America for any licensing fees which may be re quired in order to use the Girl Scouts of the United Stat es of America logo or design. The licensing agreement shall provide for a payment to the Girl Scouts of Magic Empire Council, acting on behalf of all Oklahoma Girl Scout councils, of not more than T wenty Dollars ($20.00) for each license plate issued; 28. Oklahoma City Memorial Marathon License Plate – such plates shall be designed and issued to any person wishing to demonstrate support for the Oklahom a City Memorial Marathon. The plate shall be designed in consultation with the Oklahoma City Memorial Ma rathon. ENGR. S. B. The licensing agr eement shall provide for a payment to the Oklahoma City Memorial Marathon of not more than Twenty Dollars ($20.00 ) for each license plate issued; 29. Oklahoma Scenic Rivers License Plate – such plates shall be designed to demonstrate support for the Oklah oma Scenic Rivers. The plates shall be designed i n consultation with the Oklahoma Scenic Rivers Commission. Twe nty-five Dollars ($25.00) of the fee s hall be apportioned to the Oklahoma Scenic River s Commission; 30. Fight Cancer License Plate – such plates shall be designed to demonstrate support for th e Oklahoma Central Cancer Registry. The plate shall contain th e American Cancer Society logo. The American Cancer Society logo shall be used in acc ordance with the American Cancer Society's branding guidelines and shall only be utilized to support the Ok lahoma Central Cancer Registry. Twenty Dollars ($20.00) of the fee shall be apportioned to the Oklah oma Central Cancer Registry Revolving Fund; 31. Animal Friendly Licens e Plate – such plates shall be designed and issued to any person wishing to demonstr ate support for controlling the overpopulation of dogs and cats through educational and sterilization efforts. Patriot License Plate - such plates shall be designed in consultation with the Military Department of Oklahoma and issued to any person wishing to demonstrate sup port for Oklahoma resid ents who are members of the Oklaho ma National Guard and deployed on active duty. The plates shall be issued to any person in any combination of numbers and letters from one to a maximu m of seven, as for personalized license plates. As provided in this se ction, a portion of the fee collected shall be deposited in the Patriot License Plat e Revolving Fund created in Section 1104.11 of this title; 33. Global War on Terrorism License Plate - such plate shall be designed in consultation with the Military Depar tment of Oklahoma and issued to any person wishing to demonstrate support for Oklaho ma residents who are members of the Armed Forces of the United States or Oklahoma National Guard that have served in the Global War on Terrorism. The plate shall be issued to any person in any combination of numbers and letters from one to a maximum of si x. As provided in this section, a portion of the fee collected shall be deposited in the Oklahoma Na tional Guard Museum Fund created in Section 235.1 of Title 44 of the Ok lahoma Statutes; ENGR. S. B. As provided in this section, a portion of the fee collected shall be deposited in the Oklahoma Quarter Horse Revolving Fund created in Section 1104.12 of this title; 36. Oklahoma Associatio n for the Deaf License Plate – such plates shall be designed in consultation with th e Oklahoma Association for the Deaf and issued to any person wi shing to demonstrate support for Oklah oma residents who are deaf. Oklahoma City Zoo License Plate – such plates shall be issued to any person wishing to demonstrat e support for the Oklahoma City Zoo. The license plates shall be designed in consulta tion with the Oklahoma Zoological Society, Inc. As provi ded in this section, an amount of the fee collecte d shall be deposited in the Oklahoma Zoological Society Revolvi ng Fund created in Section 1104.13 of this title; 38. March of Dimes License Plate – such plates shall be is sued to persons wishing to demonst rate support for the March of Dimes mission to improve the health of babies by preventing birth defects, premature birth and infant mortality. The lic ense plates shall be designed in consultation wi th the Oklahoma Chapter March of Dimes. As provided in this section, an amount of the fee collected shall be deposited in the Oklahoma Prevent Birth Defects, Premature B irth and Infant Mortality Fund establi shed in Section 1104.14 of this title; 39. Support Our Troops Supporte r License Plate – such plates shall be designed and issued to any person wishing to demonstrate support for Support Our Troops Incorporated. The p lates shall be issued to any person in any combination of numbers and letters from ENGR. S. B. The Tax Commission, if necessary, may enter into a licensing agreement with Support Our Troops Incorpora ted for any licensing fees which m ay be required in order to use the Support Our Tro ops Incorporated logo or design. The licensing agreement shall provide for a payment to Support Our Troops Incorporated of Twenty-five Dollars ($25.00) for each license plate issued; 40. Folds of Honor Su pporter License Plate – such plates shall be authorized to be designed and issued to any person wishing to demonstrate support for the Oklahoma City Ch apter of Folds of Honor Incorporated, a nonprofi t charitable organizati on exempt from taxation pursuant to the provisions of the Internal Revenue Code, 26 U.S.C., Section 501(c)(3), providing educational scholarships t o spouses and children of America 's fallen and disabled military service members. The plates shall be issued to any person in any combination of numbers and letters from one to a maximum of si x. Such person may apply for a Folds of Honor Supporter licens e plate for a motorcycle; provided, th e license plate for motorcycles may be of similar design to the license plate for motor vehicles or may b e a new design in order to meet space requirements for a motorcycle license plate. The plate shall be designed i n consultation with the Oklahoma City Chapter of Folds of Honor Incorporated and shall ENGR. S. B. The licensing agreem ent shall provide for a payment to Folds of Honor Incorporated of Twenty-five Dollars ($25.00) for ea ch license plate issued. Subject to the provisi ons of subsection A of this section, the Folds of Honor S upporter License Plate is hereby reauthorized effective November 1, 2019; 41. Downed Bikers Association License Plate - such plates shall be designed and issued to any person wishing to demonstrate support for the Downed Bikers Association, a nonprofit ch aritable organization exempt from taxation pursuan t to the provisions of the Internal Revenue Code, 26 U.S.C., Se ction 501(c)(3), which provides emotional and financial support for downed bikers. Th e license plate shall be designed in consultation with th e Central Oklahoma Chapter of the Downed Bikers As sociation and shall contain any official logo or design of the organization. The Tax Commission, if necessary, may enter into a licensing agreement with the Downed Bikers Association for any licensing fees which may be required in order to use the organiz ation's logo or design. The licensing agreement shall provide for a payment to the Downed Bikers ENGR. S. B. (ABATE), and issued to any honorably discharg ed former member of the United States Armed Forces wishin g to demonstrate support for the Oklahoma National Guard Museum. Persons applying for such license plate must show proof of past military service. As provided in this section, a portion of the fee collected shall be depo sited in the Oklahoma National Gua rd Museum Fund created in Section 235.1 of Title 44 of the Oklahoma Statutes; 43. Buffalo Soldier License Plate - such plates shall be issued to any person wishing to honor and celebrate the history and contribution of the Buffalo Soldiers. The license p lates shall be designed in consultation with the L awton-Fort Sill Chapter of the Buffalo Soldiers 9th and 10th (H orse) Cavalry Association. As provided in this section, an amount of the fee collecte d shall be deposited in the Buffalo Soldier License Plate Revolving Fund created in Section 1104.16 of this title; 44. Prevent Blindness Oklahoma License Plate - such plates shall be issued to any person wis hing to provide financial support for vision screening of school age ch ildren in this state. The license plates shall be designed in consultation with Pre vent ENGR. S. B. NO. 1387 Page 51 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 Blindness Oklahoma. Oklahoma State Capitol Restoration Licens e Plate - such plates shall be designed and issued to any perso n wishing to demonstrate support for r estoration of the Oklahoma State Capitol building. The license plates shall be designed in consultation with the Friends of the Capitol corporation, creat ed pursuant to Section 15.4 of Title 73 of the Oklahoma Statute s and the State Capitol Preservation Commission created pursuant to Section 4102 of Ti tle 74 of the Oklahoma Statutes. As provided in this sec tion, an amount of the fee collected shall be depo sited in the Oklahoma Friends of the Capitol License Plate Revo lving Fund established in Section 1104 .18 of this title; 46. Eastern Red Cedar Tree L icense Plate – such plates shall be designed, subject to criteria to be presented to the Tax Commission and issued to any person wishing to demonstrate support for the removal of Eastern Redcedar trees from l ands in the state and to develop marketable uses for the harvested tree s. The license plate shall be designed in consultation with the Oklahoma Department of Agriculture, Food, and Forestry. Twenty-three Dollars ($23.00) of the fee collected shall be dep osited in the Eastern Redcedar Revolving Fund created in Section 18-407 of Title 2 of the Oklahoma ENGR. S. B. The license plates shall b e designed in consultation with th e University of Oklahoma Foundation, Pancreatic Ca ncer Research Fund. As provided in this section, an amount of the fee collected shall be deposited in the Pancreatic Cancer Research License Plate Revolving Fund created in Section 1104.19 of this title; 48. Alzheimer's Research License Plate - such plates shall be issued to any person wishing to provide financial s upport for the Oklahoma Chapter of the Alzheimer's Association. The license plates shall be designed in cons ultation with the Oklahoma Chapter of the Alzheimer's Association. As provided in t his section, an amount of the fee collected shall be deposited in the Alzheimer's Research License Plate Revolving Fund created in Section 1104.20 of this title; 49. Hospice and Palliative Care License Pla te - such plates shall be issued to any person wis hing to provide financial support for the Oklahoma Hospice and Palliative Care Association. The ENGR. S. B. Juvenile Diabetes Research Licen se Plate - such plates shall be issued to any person wishing to provide financial su pport for the Oklahoma Chapters of the Juvenile Diabetes Resear ch Foundation. The license plates shall be designed in consultation with the Oklahoma Chapters of the Juveni le Diabetes Research Foundation. As provided in this section, an amount of the fee collected shall be deposited in the Juvenile Diabetes Research License Plate Revolving Fund created in Section 1104.22 of this title; 51. Deer Creek Schools Foundation Lic ense Plate - such plates shall be issued to any person wishing to provide financial support for the Deer Creek Schools Foundation. The license pla tes shall be designed in consultation with the Deer Creek Schools Foundation. The plates shall be issued to any person in any combination of numbers and letters from one to a maximum of seven, as for personalized license plates. As provided in this secti on, an amount of the fee collected shall be deposited in the Deer Creek Schools Foundation License Plate Revo lving Fund created in Section 1104 .23 of this title; ENGR. S. As provided in this secti on, an amount of the fee collected shall be deposited in the Oklahoma Lupus License Plate Revolving Fund created in Section 1104.24 of this title. Subject to the provision s of subsection A of this section, the Lupus Awareness and Education License Plate is hereby reauthorized effective November 1, 2018; 53. Chiefs of Police License Plate - such plates shall be issued to any person wishing to provide financial support for t he Oklahoma Association of Chiefs of Police for a vehicle or motorcycle in any combination of numbers and letters from one to a maximum of seven, as for personalized license plates. The license plates shall be designed in consultation with the Oklahoma As sociation of Chiefs of Police. The license plate for a motorcycle may be of similar design as space permits or a new design in order to meet the s pace requirements of a motorcycle license plate. The Tax Commission shall be authorized to enter into a lice nsing agreement with the Oklahoma Association of Chiefs of Police for any licensing fees which may be required in order to use the association 's logo or design. The licensing agreement shall provide for a payment to the Oklahoma Association of Chiefs of P olice of not more than Twenty Dollars ($20.00) for each license plate issued. Subje ct to the ENGR. S. Crossings Christian School License Plate – such plates shall be designed and issued to any person wishing to de monstrate support for Crossings Christian School located in Okl ahoma City. The license plates shall be designed in consultation with the administration of Crossings Christ ian School. The Tax Commission shall be authorized to enter into a licensing agreem ent with Crossings Christian School for any licensing fees whic h may be required in order to use the school's logo or design. The licensing agreement shall provide for a p ayment to the Crossings Christian School of not more than Twenty Dollars ($20.00) fo r each license plate issued; 55. Hilldale Education Foundation License Plate – such plates shall be designed and issued to any person wishing to demonstrate support for the Hilldale Education Foundation. The license plates shall be designed in consultati on with the administration of the Hilldale Education Foundation . The Tax Commission shall be authorized to enter into a licensing agreement with the Hilldale Education Foundation for any licensing fees whi ch may be required in order to use the foundation 's logo or design. The licensing agreement shall provide for a payment to the Hilldale Education Foundation of not more than Twenty Dollars ($20.00) for each license plate issued; ENGR. S. B. Oklahoma Nurses Licen se Plate – such plates shall be issued to any person licensed pursuant to the Oklahoma Nursing Practice Act and providing such documentation of current licensure as may be required by the Oklahoma Tax Commission. The lice nse plates shall be designed in consultation with the Oklahoma Nurses Association. As provided in this section, an amount of the fee collected sha ll be deposited in the Oklahoma Nurses License Plate Revolving Fund created in Section 1104.26 of this title; 57. Oklahoma Sports Hall of Fame License Plate – such plates shall be issued to an y person wishing to demonstrate support for the Oklahoma Sports Hall of Fame. The license plates shall be designed in consultation with the administration of the Oklahoma Sports Hall of Fame. The Oklahoma Tax Commission shall be authorized to enter into a licensing agreement with the Oklahoma Sports Hall of Fame for any licensing fees which may be required in order to use the Hall of Fame's logo or design. The licensing a greement shall provide for a payment to the Oklahoma Sports Hall of Fame of not more than Twenty Dollars ($20.00) for each license plate issued; 58. Childhood Cancer Awareness License Plate – such plates shall be issued to any person wishing to demonstrat e support for the Oklahoma Children's Cancer Association. The license plates shall be designed in consultation with the administration of the Okla homa Children's Cancer Association. Oklahoma Educational Television Authority Lic ense Plate – such plates shall be designed and issued to any person wishing to demonstrate support for the Ok lahoma Educational Television Authority and such plates shall be designed in consult ation with the Authority. As provided in this section, an amou nt of the fee collected shall be deposited in The Educational Television Authority Revolving Fund created in Section 156 of Title 62 of the Okl ahoma Statutes; 60. Remembering Fallen Heroes Lic ense Plate – such plates shall be designed and issued to any pe rson wishing to demonstrate support for Concerns of Police Survivors, Inc. Such plates shall be designed in consultation with the Oklahoma cha pter of Concerns of Police Survivors, Inc. As pro vided in this section, an amount of the fee collected shall be deposited in the Oklahoma Concerns of Police Survivors License Plate Revolving Fund created in Section 1104.27 of this title; 61. Disabled American Veterans License Plate – such plates shall be designed in consultation with the Disabled American Veterans Department of Oklahoma and issued to any member of the ENGR. S. B. The plates shall incorporate a numbering system agreed upon by the Disabled American Veterans Department of Oklahoma and the Tax Commission; 62. Owasso Rams Supporter License Plate - such plates shall be designed and issued to any person wishing to demo nstrate support for the Owasso Rams, and shall be designed in consultation with representatives of Owasso Sch ools. The plates shall be issued to any person in any combination of numbers and le tters from one to a maximum of seven, as for personalized licen se plates. As provided in this section, an amount of the fee collected shall be deposited in the Education Reform Revolving Fund created in Se ction 34.89 of Title 62 of the Oklahoma Statutes; 63. The plates shall be iss ued to any person in any combination of numbers and letters from one to a maximum of seven, as for personalized plates. The license plate for a motorcycle may be of similar design as space permits or a new design in order to meet the space requirements of a motorcycle license plate. The Tax Commission shall be authorized to enter into a licensing agreement with Sooner State ABATE for any licensing fees, which may be required in order to use the association's logo or design. The licensing agreement shall provide for a payment to Sooner State ABATE of not more than Twenty Dollars ($20.00) for each license plate issued. Subject to the provisions of s ubsection A of this section, the Sooner State ABATE License Plate is hereby reauthorized effective November 1 , 2019; 70. Oklahoma License to E ducate License Plate – such plates shall be designed and issued to any person wishing to demonstrate support for Oklahoma educators. Such plates shall be designed in ENGR. S. B. Piedmont Education Foundation License Plate – such plates shall be designed and issued to any person wishing to demonstrate support for the Piedmont Public Schools Education Foundation. Such plates shall be designed in consultation with the Foundation. As provided in this section, an amount of the fee collected shall be deposited in the Piedmont Public Schools Education Foundation License Plate Revolving Fund created in Section 1104.28 of this title; 72. The Pride of Oklahoma License Plate - such plates shall be designed and issued to any person wishing to demon strate support for the University of Oklahoma Marching Band and shall be designed in consultation with the University of Oklahoma Marching Band. T he Oklahoma Tax Commission shall be authorized to enter into a licensing agreement with the University of Okl ahoma or the University of Oklahom a Marching Band for any licensing fees which may be required in order to use the applicable logo or design. The Tax Commission shall be authorized to enter into a licensing agreement with the Jenks Sc hool District for any licensing fees which may be required in order to use the school district 's logo or design. The licensing agr eement shall provide for a payment to the Jenks School District of not more than Twenty Dollars ($20.00) for each license plate issued; 74. Bixby Spartans License Plate - such plates shall be designed and issued to any person wis hing to demonstrate suppor t for the Bixby School District. The license plates shall be designed in consultation with the administration of the Bixby S chool District. The Tax Commission shall be authorized to enter into a licensing agreement with the Bixb y School District for any licensing fees which may be required in order to use the school district's logo or design. The licensing agreement shall pro vide for a payment to the Bixby School District of not more than Twenty Dollars ($20.00) for each license plate issued; 75. Oklahoma Aeronautics Commissio n License Plate - such plates shall be designed and issued to a ny person wishing to demonstrate support for the Oklahoma aviation industry and to promote awareness of aviation and aerospace. Ducks Unlimited License Plate – such plates shall be designed and issued to any person wishing to demonstrate su pport for Ducks Unlimited. Such plates shall be designed in consultation with Ducks Unlimited. The Oklahoma Tax Commission shall be authorized to enter into a licensing agreement with Ducks Unli mited for any licensing fee which may be required in order t o use the Ducks Unlimited logo or design. The licensing agreement shall provide for a payment to Ducks Unlimited of not more than Twenty Dollars ($20.00) for each license plate issued; 77. Prisoner of War and Missing in Action L icense Plate - such plates shall be issued to any person wishing to increase awareness of those who are currently prisoners of war or missing in action and provide financial support for current veterans. The license plate s shall be designed in consultatio n with Rolling Thunder Okl ahoma. As provided in this section, an amount of the fee collected shall be deposited in the Prisoner of War and Missing in Action License Plate Revolving Fund created in Section 1104.29 of this title; ENGR. The Tax Commi ssion shall be authorized to enter into a licensing agreement with the Woodward School District for any licensing fees which may be required in order t o use the school district's logo or design. The licensing agreement sh all provide for a payment to the W oodward School District of not more than Twenty Dollars ($20.00) for each license plate issued; 79. Clinton Public School Foundation License Plate – such plates shall be designed and issued to any person wishing to demonstrate support for the Clinton Publ ic School Foundation. The license plates shall be designed in consultation with the Clinton Public School Founda tion. The Tax Commission shall be aut horized to enter into a licensing agreement with the Clinton Public Sch ool Foundation for any licensing f ees which may be required in order to use the school foundation's logo or design. License Plate – such plates shall be designed in consultation with the Oklahoma Music Hall of Fame Inc. and issued to any member of the organization wishing to demonstrate support. The Tax Commission shall be authorized to enter into a licensing agreement with the Oklahoma Music Hall of Fame Inc. for any licensing fees which may be required in order to use the organization's logo or design. The licensing agreement shall provide for a payment to the Oklahoma Music Hall of Fame Inc. of not more than Twenty Dollars ($20.00) for each license plate issued. The license plates shall be designed in consultation with the administration of the Bethany Public Schools Foundation. The Oklahoma Tax Commission shall be authorized to enter into a licensing agreement with the Bethany Public Schools Foundatio n for any licensing fees which may be required in order to use the Foundation's logo or design. Cystic Fibrosis Foundation License Plate – such plates shall be issued to any person wishing to de monstrate support for the Cystic Fibrosis Foundation. Down Syndrome Association of Central Oklahoma Lice nse Plate - such plates shall be designed and issued to any per son wishing to demonstrate support for the Down Syndrome Association of Central Oklahoma. Such plates shall be designed in consultation with t he Association. As provid ed in this section, an a mount of the fee collected shall be deposited in the Down Syndr ome Association of Central Oklahoma License Plate Revolving Fund created in Section 1104.30 of this title; 86. Elk City Education Foundation L icense Plate – such plates shall be designed and i ssued to any person wishing to demonstrate support for the Elk City Education Foundation. Such plate s shall be designed in consultation with the Foundation. As provided i n this section, an amount of the f ee collected shall be depo sited in the Elk City Education Foundation License Plate Revolving Fund created in Section 1104.31 of this title; 87. A Brotherhood Aiming Toward Education of Oklahoma (ABATE) License Plate – such plates shall be designed and iss ued to any person wishing to provide financial sup port for ABATE of Oklahoma. ENGR. S. Downed Bikers Association License Plate - such plates shall be designed for a vehicle or motorcycle in any combination of numbers and letters from one to a maximum of seven, as for personalized license plates , and issued to any person wishing to demonstrate support for the Downed Bikers Association, a nonprofit charitable organization exempt from taxation p ursuant to the provisions of the Internal Revenue Code, 26 U.S.C., Sect ion 501(c)(3), which provides emot ional and financial suppor t for downed bikers. The license plate shall be designed in consultation with the Central Oklahoma Chapter of the Downed Bik ers Association and shall contain any official logo or design of the or ganization. The license plate for a motorcycle may be of si milar design as space ENGR. S. B. The Tax Commission, if necessary, may enter into a licensing agreement with th e Downed Bikers Association for any licensing fees which may be required in order to use the organization's logo or design. The licensing agreemen t shall provide for a payment to the D owned Bikers Association of not more than Twenty Dollars ($20.00) for e ach license plate; 89. Eagle Scout License Plate – such plates shall be designed to demonstrate support for Eagle Scouts and shall include the Eag le Scout logo. Plates may be issued t o any person who can show proof of having obtained the rank of Eagle Sc out. The Oklahoma Tax Commission shall be authorized to ent er into a licensing agre ement with the various Oklahoma local councils for any licensin g fees which may be required in order to use the applicable logo or design. The licensing agreement shall pr ovide for a payment of not more th an Twenty Dollars ($20.00) for each license plate issued to the specific Oklahoma local area Council designated b y the applicant; 90. Extraordinary Ed ucators License Plate – such plates shall be designed and issued to any person wishing to provide financi al support for common educ ation in Oklahoma. Such plates shall be designed in consultation with the State Depart ment of Education. The plates shall be issued to any person in any combination of numbers and letters from o ne to a maximum of seven, as for personalized license plates . As provided in this s ection, an amount ENGR. The license plates shall be designed in consultation with the Oklahoma Historical Society. As pr ovided in this section, an amount of the fee colle cted shall be deposited in the Oklahoma Historical Society Capi tal Improvement and Operations Revolvi ng Fund created in Section 1.10a of Title 53 of the Oklahoma Statutes. The Tax Commission shall create a nd maintain a list of form er members of the Oklahoma House of Representatives and Oklahoma State Senate eligible to be issued such plates; provided, th at no former member of the Oklahoma House of Representatives and Oklaho ma State Senate shall be eligible to possess more than two o f such plates at any one time. The Tax Commission shall confer as needed with the Chie f Clerk of the Oklahoma House of Repre sentatives and the Secretary of the Oklahoma State Senate to confirm th at such list is complete and accurate; 92. Monarch Butterfl y License Plate - such plates shall be designed and issued to any person wishing to dem onstrate support for the operations of the Nature Conservancy of Oklahoma. Oklahoma Tennis Foundation License Plate – such plates shall be designed and issued to any person wis hing to demonstrate support for the Oklahoma Tennis Foundation. The li cense plates shall be designed in consultation with the Okla homa Tennis Foundation. The Tax Commission shall be authorized to enter into a licensing agreement with the Oklahoma Tennis Foundation for any licensing fees which may be required in order to use the foundation's logo or design. Oklahoma Veterans of Foreign Wars License Plate - such plates shall be designed to honor the Oklahoma Veterans of Fore ign Wars and shall be is sued to any resident of this state upon proof of membership in the Oklahoma Veterans of Foreign Wars organization. The license plates shall be designed in consultation wit h the ENGR. S. B. The licensing agreement shall pro vide for a payment to the Oklahoma Veterans of Foreign Wars organization of not more th an Twenty Dollars ($20.00) for each li cense plate issued. The Tax Commission shall reinstate any Veterans of Foreign Wars license plates issued prior to November 1, 202 1, and shall reimburse a ny individual who held a Veterans of Foreign Wars License Plate on October 31, 2021, for fees incurre d for the replacement of such plate; 95. Oklahoma Women Veterans Organ ization License Plate – such plates shall be designed and is sued to any female veter an of any branch of the United States Armed Forces wishing to d emonstrate support for the Oklahoma Wo men Veterans Organization. The license plates shall be designed in con sultation with the Oklahoma Women Veterans Organization. Th e Tax Commission shall b e authorized to enter into a licensing agreement with the Oklah oma Women Veterans Organization for any licensing fees which may be required in order to use the organization 's logo or design. The licensing agreement shall provide for a payment to the Oklah oma Women Veterans Organization of not more than Twenty Dollars ($20.00) for each license plate issued; ENGR. S. B. The Oklahoma Tax Commission shall be authorized to enter into a licensing agreem ent with FIRST for any licensing fees which may be required in order to use the FIRST logo or design. The licens ing agreement shall provide for a paym ent to FIRST of not more than Twenty Dollars ($20.00) for each license plate issued; 97. Pittsburg State University License Plate – such plates shall be designed and issued to any person wishing to demonstrate support for the Pittsburg State University. The license plates shall be designed in consultation with Pittsburg Sta te University. The Tax Commission shall be authorized to en ter into a licensing agreement with Pittsburg State University for any licensing fees which may be required in order to use t he school foundation's logo or design. The licensing agreement shall p rovide for a payment to the Pittsburg State University of no t more than Twenty Dolla rs ($20.00) for each license plate issued; 98. Historic Greenwood District License Plate – such plates shall be issued to persons wishing to demonstrate support for the Historic Greenwood District Junetee nth Festival held in the H istoric Greenwood District in Tulsa, Oklahom a. The license plates shall be designed in consultation wit h the Black Wall Street Chamber of Commerce. The Tax Commission shall be authorized to enter into a licensing agreement with the Historic Greenwood District Juneteenth Festival for any licensing f ees which may be required in order to use the Festival 's logo or design. For each license plate issued , the licensing agreement shall provide for a payment of Twenty-five Dollars ($25.00) of the fee collected to the Historic Greenwood District Juneteenth Festival and an additional Two Dollars ($2.00) of the fee c ollected shall be deposi ted in the Public School Classroom Support Revolving Fund, for expenditure as provided in Section 1 -123 of Title 70 of the Oklahoma Statutes; 99. Oklahoma Veterans of Forei gn Wars Auxiliary License Plate - such plates shall be designed to honor the Oklaho ma Veterans of Foreign Wars Auxiliary and issued to any residen t of this state upon proof of membership in the Oklahoma Veterans of Foreign Wars Auxiliary organization in th is state. The license plates sha ll be designed in consultation with the Oklahoma V eterans of Foreign W ars Auxiliary organization. The Tax Commis sion shall be authorized to enter into a licensing agreement with the Oklahoma Veter ans of Foreign Wars Auxiliary organization for any licensin g fees which may be required in order to use the o rganization's logo or design. Transportation to Transportatio n License Plate – such plates shall be designed and issued to p ersons wishing to support county roads and bridges. The license plates shall be des igned in consultation with the Association of County Commis sioners of Oklahoma. Twenty Dollars ($20.00) of t he fee collected sha ll be paid to the county treasurer for the county in which the license plate was purchased to be credited to the County Highway Fund created pursuant to Section 1503 of Title 69 of the O klahoma Statutes; 101. Blue Star Mothers License Plate – such plates shall be designed and issued to any person showing proof of membership in an Oklahoma Chapter of Blue Star Mothers of America, Inc. The license plates shall be designed in consultation with Blue Star Mothers of America, Inc., Oklahoma Chapter One. The Ta x Commission shall be authorized to enter i nto a licensing agreement with Blue Sta r Mothers of America, Inc., Oklahoma Chapter One for any licensing fees which may be required in order t o use the Blue Star Mothers of America logo or design. The license plates shall be designed in co nsultation with the admini stration of the Stillwater School District. The Tax Commission shall be authorized to enter into a licensing agreement with the Stillwater School District for any licensing fees which may be required in order to use the school district's logo or design. The licensing agreement shall provide for a payment to the Stillwater School Distri ct of not more than Twenty Dollars ($20.00) for each license pl ate issued; 103. Oklahoma Golf License Plate – such plates shall be designed and issued to any person wishing to demonstrate support for the sport of golf in Oklahoma. The license plates shal l be designed in consultation with the South Central Section of the Professional Golfers' Association of America and issued to any person wishing t o demonstrate support for the sport of golf in Oklahoma. T he Tax Commission shall be authorized to enter int o a licensing agreem ent with the South Central Section of the P rofessional Golfers' Association of America for any licensing fees which may be requ ired in order to use the o rganization's logo or design. Th e licensing agreement shall provide for a payment to the South Central Section of the Professional Golfers ' Association of America of not more than Twenty Dollars ($20.00) for each license plate is sued; ENGR. Such persons ma y apply for a paramedic license plate for e ach vehicle with a rated carrying capacity of one (1) ton or less upon proof of a pa ramedic license. The license plates shall be designed in c onsultation with the Oklahoma State University -Oklahoma City Paramedic ine Program and the Oklahoma Emergency Medi cal Technicians Association. The Tax Commission shall be authorized to enter into a licensing agreement with the Oklahoma Emergency Medical Te chnicians Association for any licensing fees which may be required in order to use the Association's logo or design. The licensing agreement shall prov ide for deposit to the Emergency Medical Pers onnel Death Benefit Revolving Fund created in Section 1 -2505.2 of Title 63 of the Oklahoma Statutes of not mo re than Twenty Dolla rs ($20.00) for each license plate issued; 105. National Defense Service Medal Li cense Plate – such plates shall be designed and issued to those persons who have received the National Defense Service Medal and wish to demonstrate suppo rt for the Oklahoma Department of Veterans Affairs. The licens e plates shall be designed in consultat ion with the Oklahoma Department of Veterans Affairs. The Tax Commissi on shall be authorized to enter into a licensing agreement with the Oklahoma Depart ment of Veterans Affairs for any licensing fees which may be re quired in order to use the Department's logo or design. University of Oklahoma RUF/NEKS License Plate – such plates shall be designed and issued to any past or pr esent member of the University of Oklahoma RUF/NEKS upon pr oviding proof of membership in the organization as may be required by the Tax Commission. The license plates sha ll be designed in consultation with the University of Oklahoma RUF/NEKS. The Tax Co mmission shall be authorized to enter into a licensing agre ement with the University of Oklahoma RUF/NEKS for any licensing fees which may be required in order to use the o rganization's logo or design. The licensing agreement shall provide for a payment t o the University of Oklahoma RUF/NEKS Scholarship Fund of n ot more than Twenty Dollars ($20.00) for each lice nse plate issued; 107. Tulsa Community College License Plate – such plates shall be issued to persons wishing to support Tulsa Community College. The plates shall be desig ned in consultation with Tulsa Co mmunity College. The Tax Commission shall be auth orized to enter into a licensing agreement with Tulsa Community College for any licensing fees which may be required in order to use the organizati on's logo or design. The Tax Co mmission shall be authorized to enter i nto a licensing agreement with the Guthrie Street Kings for any licensi ng fees which may be required in order to use the organization 's logo or design. T he licensing agreement shall provide for a payment to the Guthr ie Street Kings of not more than Twenty Dollars ($20.00) for each license plate issu ed; 109. Epilepsy Foundat ion License Plate – such plates shall be designed and issued to any person wishing to demonstrate suppo rt for the Epilepsy Foundation. The licens e plates shall be designed in consultation with the Epilepsy Foundation of Oklahoma. The Tax Commission shall be authorized to enter into lice nsing agreements with the Epilepsy Foundation for any licensing fees w hich may be required in order to use the or ganization's logo or design. The licensing agreement shall provide for a payment to the Epilepsy Foundation of not more than Twenty Dollars ($ 20.00) for each license plate issued; and 110. America First License Plate – such plates shall be designed and issued to any person wishing to demonstr ate support for the proclamation of "America First". The license plate s shall be designed in consultati on with Warriors for Freedom and the Honoring America's Warriors Foundations. The Tax Commission shall be ENGR. S. B. NO. 1387 Page 81 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 authorized to enter into licensing agreements with the Warriors for Freedom and Honoring A merica's Warriors Foundations for any licensing fees which may be required in order to use the Foundations' logos or designs. Th e licensing agreements shall provide for a payment to the Honoring America 's Warriors Foundation of not more than Ten Dollars ( $10.00) and a payment to t he Warriors for Freedom Foundatio n of not more than Ten Dollars ($10.00) for each license plate issued; and 111. Diabetes Awareness License Plate – such plates shall be designed and issued to any person wishing to provide financial support for Diabetes Solutions of Oklahoma. The license plates shall be designed in consultation with Diabetes Solutions of Oklahoma. The Tax Commission shall be author ized to enter into licensing agreements with Diabetes Solutions of Oklahoma for any licensing fees which may be required in order to use the Diabetes Solutions of Oklahoma logos or designs. The licensing agreeme nts shall provide for a deposit to the Diabetes Awar eness License Plate Revolving Fund established in Section 1 of this act. C. The fee for such plates shall be Thirty-five Dollars ($35.00) per year of renewal and shall be in addition to all other registration fees provided by the Oklahoma Vehicle License and Registration Act. The fee shall be apportioned as follows: 1. Twenty Dollars ($20.00) per year of renewal or any other amount as provided in this title of the fee sh all be apportioned as ENGR. S. B. Eight Dollars ($8.00) per year of renewal of the fee sh all be deposited in the Oklahoma Tax Commission Reimbursement Fund to be used for the administrati on of the Oklahoma Vehicle License and Registration Act; and 3. Any remaining amounts of the fee shall be apportioned as provided in Section 1104 of this tit le. SECTION 4. This act shall become effective November 1, 2022.
