COMMITTEE SUBSTITUTE 
 
An Act relating to public health; creating Ava’s Law; 
requiring certain persons to provide certain 
information to pregnant individuals; requiring State 
Department of Health to compile and publish certain 
educational resources; providing for codification; 
and providing an effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of la w to be codified 
in the Oklahoma Statutes as Section 1-233.1 of Title 63, unless 
there is created a duplication in numbering, reads as follows: 
A. This section shall be known and m ay be cited as Ava’s Law. 
B. All persons licensed t o practice medicine and surgery in 
this state, or who are Advanced Practice Registered Nurses including 
but not limited to Certified N urse-Midwives, and who provide 
prenatal, delivery, infant care services , and other child or adult 
health services related to maternal and infant care shall provid e to

individuals who report to such person that they are pregnant the 
information provided by the State Department of Health under 
subsection C of this section. 
C. The State Department of Health shall compile and make 
available on its Internet website educational resources on: 
1.  Infant cardiopulmonary resuscitation and basic first aid 
including contact information for training programs; and 
2.  Cord blood banking and donation. 
SECTION 2.  This act shall become effective November 1, 2022.
