An Act relating to higher education; amending 70 O.S. 
2021, Section 3207.1 , which relates to transfer of 
credits; stating legislative intent that certain 
institutions of higher education not require a score 
higher than certain recommended score on certain 
examination to grant certain course credit; all owing 
certain institution president to de termine that a 
higher score is necessary; requiring institutions to 
post certain policy on campus websites; providing an 
effective date; and declaring an emergency . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     70 O.S. 2021, Section 3207.1, is 
amended to read as follows: 
Section 3207.1. A.  It is the intent of the Legislature that 
credits earned by students in any institution of higher education 
within The Oklahoma State System of Higher E ducation be fully 
accepted at any other institution of higher education within The 
Oklahoma State System of Higher Education and that the Oklahoma 
State Regents for Higher Education assume leadership i n working with 
institutional faculty and administrators to ensure that students 
move smoothly from one level of education to another .  Objectives

should include development of transfer policies and guides, degree 
sheets, course equivalencies, and common co urse numbering. 
B.  It is the intent of the Legislature that institutions of 
higher education within The Oklahoma State System of Higher 
Education, private institutions accredited by the Oklahoma State 
Regents for Higher Education, technology center schoo l districts, 
schools or training programs licensed, accr edited, approved, or 
regulated by any state agency, and private schools licensed by the 
Oklahoma Board of Private Vocational Schools be prohibited from 
placing statements in documents or brochures give n to students or 
advertising in publications that credi ts earned at the ins titution, 
training program, or school are fully accepted at another 
institution or school without having a written agreement with the 
other institution or school stating that the cr edits will be fully 
accepted. 
C.  It is the intent of t he Legislature that in establishing the 
minimum required score on an Advanced Placement Examination for 
granting course credit for a particular lower division course, 
institutions of higher education within The Oklahoma State System of 
Higher Education shall not require an Ad vanced Placement Exam score 
of more than three, except the requirem ent of an Advanced Placement 
Exam score of more than three shall be permitted for granting 
additional course cred it for a lower division course or courses 
sequenced with the initial lower division course.  Credit policy

regarding all Advanced Placement Exams shall be posted on campus 
websites effective for the 2021 -22 fall academic term and for each 
academic term thereafter.  The institutions of higher education 
within The Oklahoma State Sys tem of Higher Education shall conduct 
biennial reviews of their Adv anced Placement credit policy.  The 
Oklahoma State System of Higher Education shall report noncompliance 
to the House Common Education Committee, House Higher Education and 
Career Tech Committee, and Senate Education Committee, or similarly 
named House Committee if the named Committees no longer exist, by 
December 1 each year beginning December 1, 2021. 
D.  It is the intent of the Leg islature that in establishing the 
minimum required score on a College Level Examin ation Program (CLEP) 
examination for granti ng course credit for a particular lower 
division course, institutions of higher education within The 
Oklahoma State System of Highe r Education shall not require a score 
higher than the minimum score re commended by a nonprofit higher 
education association t hat makes recommendations on college-level 
equivalencies.  Provided, however, the president of the institution 
may determine, based on evidence, that a higher score on t he 
examination is necessary to indicate that a student is sufficiently 
prepared to be successful in a related, more advanced course for 
which the lower division course is a prerequisite.  Institutions 
shall post on campus websites their CLEP examination policy

effective for the 2022-2023 academic year and for each academic year 
thereafter. 
SECTION 2.  This act shall become effective July 1, 2022. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and after its passage and approval.
