SENATE BILL 1607 	By: Dahm 
 
 
 
 
 
AS INTRODUCED 
 
An Act relating to state government; prohibiting 
certain officials from using certain pu blic service 
announcements and advertisements; providing 
exceptions; providing for codification; and providing 
an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 4263 of Title 74, unl ess there 
is created a duplication in numbering, reads as follows: 
A.  Except as provided by subsection B of this section, no 
elected official within three (3) months prior to an election in 
which the elected official 's name will appear on the ballot shall 
use or allow to be used such official 's name, image, likeness , or 
voice in a public service announcement or in an advertisement or 
other promotional message created or purchased using public funds. 
B.  Nothing in this sectio n shall apply during a declared state 
disaster or emergency.  For purposes of this section a "declared 
state disaster or emergency " means an event:

1.  For which a Governor 's state of emergency proclamation has 
been issued; 
2.  For which a Presidenti al Declaration of a Federal Majo r 
Disaster or Emergency has been issued; or 
3.  Other disaster or emergency event within the state for which 
a good-faith response effort is required and for which another 
authorized official of the state designates such eve nt as a disaster 
or emergency. 
SECTION 2.  This act shall become effective November 1, 2022.
