AMENDMENT NO. 1.  Strike the stricken title, enacting clause, and 
entire bill and insert:

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA : 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1737 of Title 69, unless there 
is created a duplication in numbering, reads as follows:

The Oklahoma Turnpike Authority shall conduct a study and 
prepare a report concerning the proposed construction of the South 
Extension Turnpike, Outer Loop-East-West Connector Turnpike, or any 
subsequent naming designations , of any part or parts there of in 
their entirety that pass through any portion of the City of Norman. 
The study shall include, but not be limited to, the following 
information: 
1.  The factors that were considered when deter mining the route 
of the turnpikes or turnpike extensions described in this section ; 
2. Whether the proposed routes have been determined to be the 
most effective route s regarding the flow of traffic a nd a discussion 
as to the factors considered in making that determination; 
3. The specific impact and effect that the planned route will 
have on businesses, citizens, and private and public property where 
the planned routes will be implemented; 
4. Whether any alternate routes were considered by the Oklahoma 
Turnpike Authority and the facto rs considered as to why the 
alternate routes were not chosen for the turnpikes or turnpike 
extensions described in this section ; and 
5.  Any other factors relevant to the decision of the loca tion 
of the turnpikes or turnpike extensions described in this se ction 
considered by the Oklahoma Tur npike Authority. 
The Oklahoma Turnpike Author ity shall deliver two copies of the 
study and a report containing the findings of th e study to the

Governor, President Pro Tempore of the Oklahoma State Senate, and 
the Speaker of the Oklahoma House of Representatives at least one 
(1) year prior to issuing bonds for the construction on the 
turnpikes or turnpike extensions described in this section .  Upon 
receipt of the study and report, the President Pro Tempore of the 
Senate shall submit one copy of the study and report to the Chairman 
of the Senate Transportation Committee, or successor committee.  The 
Speaker of the House of Representatives shall submit one copy of the 
study and report to the Chair of the House Transportation Committee, 
or successor committee. 
Upon the receipt of the study and report, the Legislature may 
modify the authorization for construction or location of the 
turnpikes or turnpike extensions described in this sec tion, as 
provided in Section 1732 of Title 69 of the Oklahoma Statutes. 
SECTION 2.  It being immediate ly necessary for the preserva tion 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by re ason whereof this act shall take effect and 
be in full force from and after its passage and approval."

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

in the Oklahoma Statutes as Section 1737 of Title 69, unless there

of the South Extension Turnpike considered by the Oklahoma Tur npike 
Authority. 
The Oklahoma Turnpike Author ity shall deliver two copies of the 
report to the Governor, President Pro Tempore of the Senate, and the 
Speaker of the House of Representatives at least one hundred and 
eighty (180) days prior to issuing bonds for the construction on the 
South Extension Turnpike.  Upon receipt of the report, the President 
Pro Tempore of the Senate shall submit one copy of the report to the 
Chairman of the Senate Transportation Committee, or successor 
committee.  The Speaker of the House of Representatives shall submit 
one copy of the report to the Chairman of the House Transportation 
Committee, or successor committee . 
Upon the receipt of the report the Legislature may modify the 
authorization for construction or location of the S outh Extension 
Turnpike as provided in Section 1732 of Title 69 of the Oklahoma 
Statutes.
