BILL NO. 1671 By: Pugh of the Senate
and
Bush of the House
An Act relating to school curriculum; directing the
State Department of Education in certain consultat ion
to develop certain curricula and materia ls related to
Holocaust education for students in certain grades;
requiring Holocaust education be taught in public
schools beginning in certain sch ool year; allowing
Holocaust education to be integrated in cours es;
directing the State Department of Education to
develop certain professional learning opportunities ;
defining term; providing for codification; providing
an effective date; and declaring an emergency.
BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 11 -103.6o of Title 70, unless
there is created a duplication in numbering, reads as follows:
A. The State Department of Education, in consultation with an
organization whose mission is to preserve and enhance Jewish life
and wellbeing in this state , shall develop and make available to
public schools curricula, materials, and units related to Holocaust
education for grade-appropriate instruction of students in grades
six through twelve.
B. Beginning in the 2022-2023 school year, Holocaust education
shall be taught to students in grades six through twelve in public

schools in this state. Holocaust education may be integrated into
one or more existing courses of study and shall be taught in a
manner that:
1. Generates an understanding of the causes, course , and
effects of the Holocaust;
2. Develops dialogue with students on the ramifications of
bullying, bigotry, stereotyping , and discrimination; and
3. Encourages toleran ce of diversity and reverence for human
dignity for all citizens in a pluralistic society.
C. The State Department of Education, in consultation with an
organization whose mission is to preserve and enhance Jewi sh life
and wellbeing in this state, shall d evelop and implement high
quality professional learning opportunities for Holocaust education
teachers.
D. As used in this section, “Holocaust” means the systematic,
state-sponsored persecution and attempted ann ihilation of Jews and
other groups by the Na zi regime in Germany between 1933 and 1945,
which resulted in the murder of approximately six million Jews and
five million other individuals.
SECTION 2. This act shall be come effective July 1, 2 022.
SECTION 3. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passa ge and approval.
