SENATE BILL NO. 1719 	By: Stephens 
 
 
 
 
 
An Act relating to viticulture; amending 37A O.S. 
2021, Section 5-129, which relates to Oklahoma 
Viticulture and Enolo gy Center Development Revolvin g 
Fund; removing certain program; allowing for fund to 
be used for other programs; updating statutory 
reference; and providing an effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     37A O.S. 2021, Section 5-129, is 
amended to read as follows: 
Section 5-129. A.  There is hereby created in the State 
Treasury a revolving fund for the Oklahoma Department of 
Agriculture, Food, and Forestry to be desig nated the "Oklahoma 
Viticulture and Enology Center De velopment Revolving Fund". 
B.  The fund shall be a continuing fund, not sub ject to fiscal 
year limitations, and shall consist of all monies distributed to the 
fund: 
1.  From the apportionment provided in paragraph 1 of Section 
107 of this act 5-104 of this title; and 
2.  From any other source in accordance with state and federal 
law.

C.  All monies accruing to the credit of the fund are hereby 
appropriated and may be budgeted and expended by the Departmen t for 
the purpose of: 
1.  Establishing a Viticulture and Enology Center on the campus 
of Redlands Community College Supporting viticulture programs and 
research at universities and colleges within The Oklahoma State 
System of Higher Education ; 
2.  Developing viticulture-related and enology-related education 
programs; 
3.  Developing technologies, strategies or practices that aid in 
the production of grapes and wine in Oklahoma; and 
4.  Increasing the positive economic impact of the Oklahoma wine 
industry on this state. 
D.  Expenditures from the fund shall be m ade upon warrants 
issued by the State Treasurer against claims filed as prescribed by 
law with the Director of the Office of Ma nagement and Enterprise 
Services for approval and payment. 
SECTION 2.  This act shall become effective November 1 , 2022.
