AS INTRODUCED 
 
An Act relating to law enforcement training ; amending 
Section 1, Chapter 254, O. S.L. 2018, as amended by 
Section 1, Chapter 20, O.S.L. 2019 (70 O.S. Supp. 
2020, Section 3311.17), which relates to courses and 
training provided by technology center s chools; 
creating certain response deadlin e; authorizing 
resubmittal; limiting size of application; removing 
maximum annual approval; allowing certain 
contracting; and providing an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     Section 1, Chapter 254, O.S.L. 
2018, as amended by Section 1, Chapter 20, O.S.L. 2019 (7 0 O.S. 
Supp. 2020, Section 3311.17), is amended to read as follows: 
Section 3311.17. A.  Any state-supported technology center 
school in the State of Oklahoma this state operating under the State 
Board of Career and Technology Education or any higher edu cation 
institution in this state shall be authorized to, upon application 
and approval of the Council on Law Enfo rcement Education and 
Training (CLEET), offer courses of study for law enforcement 
certification, basic peace officer certification academies a nd other

law-enforcement-related training.  Commissioned and noncommissioned 
individuals and those individuals ap pointed or not appointed by a 
law enforcement agency may attend the courses or training offer ed by 
the technology center school or higher educa tion institution.  CLEET 
shall vote to approve or deny an application to offer cour ses or 
training offered pursua nt to this section within sixty (60) days of 
receipt of the completed application .  Notice of denial of 
application shall include a clear and co ncise statement for which 
the denial is based. If an entity is denied approval, t he entity 
may resubmit an amended application at a ny time.  The application 
created by CLEET shall not exceed twenty (20) p ages in total form. 
CLEET may authorize up to two new entities each year to offer 
courses or training.  Courses and training offered b y authorized 
entities shall consist of actual classroom training at each entity 
location.  All non-classroom Authorized entities may contract with 
CLEET for nonclassroom training shall be provided at the CLEET 
training facility, unless approved otherwise by CLEET. 
B.  Any courses or training offered pursuant to this section 
shall meet minimum standards established for peace o fficers as set 
forth in Section 3311 of Title 70 of the Oklahoma Statutes this 
title and meet all applicab le eligibility requirements for studen ts 
to receive benefits pursuant to any of the federal G.I. bills.  All 
participants in any courses or training o ffered pursuant to th is 
section shall be required t o submit all background investigation

requirements as set forth in Section 3311 of Title 70 of the 
Oklahoma Statutes this title. 
C.  Any state-supported technology center school in the State of 
Oklahoma this state operating under the State Board of Career and 
Technology Education or any higher education institution in this 
state shall be authorized to set and administe r their own rates for 
tuition and fees for courses or training offered pursuant to this 
section. 
D.  Notwithstanding any other provis ion of law, any materials 
and records provided by CLEET to any institution of higher education 
or state-supported technology center school conducting a basic law 
enforcement training shall remain the property o f CLEET and retain 
confidential status and sha ll not be released except under the 
conditions contained in Section 24A.8 of Title 51 of the Oklahoma 
Statutes.  In additio n, any materials and records provided by any 
institution of higher education or state -supported technology center 
school conducting basic law enforcement training to CLEET shall be 
subject to these same limitations on release.  Such materials and 
records include, but are not limited to, all records maintained 
pursuant to Section 3311 of this title and records relating to any 
employed or certified full-time officer, reserve officer, retired 
officer or other person; teach er lesson plans, tests and other 
teaching materials; and personal communications concerning

individual students except under the circumstances set forth in 
Section 24A.8 of Title 51 of the Oklahoma Statutes. 
SECTION 2.  This act shall become effective November 1, 2021.
