SENATE BILL NO. 292 	By: Haste of the Senate

An Act relating to higher education; creating a task 
force to study and make recommenda tions regarding 
concurrent enrollment; providing expiration date; 
providing for membership; providing for designation 
of co-chairs; requiring appointments by certain date; 
requiring organizational meeting by certain date; 
specifying quorum; providing for f requency of 
meetings; subjecting meetin gs to the Oklahoma Open 
Meeting Act; prohibiting compensation or travel 
reimbursement for members; providing for staff 
support; requiring submission of certain report by 
certain date; providing for codification; provi ding 
an effective date; and declaring a n emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW    A new section of law to be codified 
in the Oklahoma Statutes as Sectio n 628.19 of Title 70, unless there 
is created a duplication in numbering, reads as follows: 
A. There is hereby created until November 30, 2022, a task 
force to study and make recommendations regarding the current and 
future concurrent enrollment needs of the state and pathways for 
awarding degrees and certificates through concurrent enrollment.

B. The task force shall be comprised of fourteen (14) members 
to be appointed as follows: 
1.  Two members of the Senate, appointed by the President Pro 
Tempore of the Senate, one of whom shall be designated co-chair of 
the task force; 
2.  Two members of the House of Representatives, appointed by 
the Speaker of the House of Representatives, one of whom shall be 
designated co-chair of the task force ; 
3.  Three school district superintendents , appointed by the 
State Superintendent of Public Instruction; 
4.  Two presidents of two-year institutions within The Oklahoma 
State System of Higher Education or their designees, appointed by 
the Chancellor of Higher Education; 
5.  Two presidents of comprehensive institutions within The 
Oklahoma State System of Higher Education or their designees, 
appointed by the Chancellor of Higher Education; 
6.  Two presidents of regional institutions within The Oklahoma 
State System of Higher E ducation or their designees, appointed by 
the Chancellor of Higher Education; and 
7.  The Chancellor of Higher Education or a designee. 
C.  Appointments to the task force shall be made within thirty 
(30) days after the effective date of this act.  The task force 
shall conduct an organizational meeting no t later than September 1, 
2021.

D.  A quorum of the task force shall be required to approve any 
final action of the task force.  For purposes of this sectio n, eight 
members shall constitute a quorum. 
E.  The task force may meet as often as may be required to 
perform the duties imposed upon it. 
F.  The meetings of the task force shall be subject to the 
Oklahoma Open Meeting Act. 
G.  Members of the task force shall receive no compensation or 
travel reimbursement. 
H.  The Oklahoma State Regents for Higher Education and the 
Senate shall provide staff and administrative support for the task 
force. 
I.  The task force shall submit a report of its findings and 
recommendations by November 30, 2022, to the Governor, the President 
Pro Tempore of the Senate and the Speaker of the House of 
Representatives. 
SECTION 2.  This act shall become effective July 1, 2021. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval.
