of accessories; modifying scope of definition; 
providing for noncodification; and declaring a n

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law not to be 
codified in the Oklahoma Statutes reads as follows: 
This act shall be known and may be cited as the "Sergeant Cr aig 
Johnson Act". 
SECTION 2.     AMENDATORY     21 O.S. 2011, Section 173, is 
amended to read as follows: 
Section 173.  All persons who, after the commission of any 
felony, conceal or aid the offender, with knowledge that he or she 
has committed a felony, and with intent that he the person may avoid 
or escape from arrest, trial, conviction, or punishment, are 
accessories.  In the case of murder, a person is accountable under 
this statute for accessory to murder if the person knew or 
reasonably should have known that the conduct committed upon the 
victim could foreseeably result in the death of the victim. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is he reby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval. "

An Act relating to law enforcement officers; 
prohibiting certain disclosure of personal 
information of law enforcement officers; providing 
penalties; providing definitions; providing for 
codification; and providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 4.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1176 of Title 21, unless there 
is created a duplication in numbering, reads as follows: 
A.  It shall be unlawful for a person, who by telephonic or 
electronic communication, as defined in Section 1172 of Title 21 of 
the Oklahoma Statutes, to willfully publish on a public online site 
or forum, attempt to publish or conspire to publish personally 
identifiable information of a law enforcement officer with th e 
intent to threaten, intimidate, harass or stalk, or as a result, 
causes, attempts to cause or would be reasonably expected to cause 
substantial emotional distress or financial loss to that person, or 
to that officer's family or household member or intima te partner.

B.  Except as provided in subsection C of this section, any 
person convicted of the provisions of subsection A of this section 
shall be guilty of a misdemeanor. 
C.  Any person who is convicted of a second or subsequent 
offense pursuant to this section shall be guilty of a felony. 
D.  As used in subsection A of this section: 
1.  "Personally identifiable information" shall include, but not 
be limited to: 
a. name, 
b. birth date, 
c. address, 
d. telephone number, 
e. driver license number, 
f. Social Security number, 
g. place of employment, 
h. mother's maiden name, or 
i. a photograph or any other realistic likeness; 
2.  "Family or household member" shall mean parents including 
grandparents, stepparents, adoptive parents and foster parents; 
children including grandchildren, stepchildren, adopted children and 
foster children; and persons otherwise related by blood or marriage 
living in the same household; and 
3.  "Law enforcement officer" shall mean any officer, agent or 
employee of a state, unit of local government, or an Indian tribe

authorized by law or by a government agency to engage in or 
supervise the prevention, detection or investigation of any 
violation of criminal law. 
SECTION 5.  This act shall become effective November 1, 2021.
