An Act relating to conduct of elections; amending 26 
O.S. 2011, Sections 7 -102.1 and 7-117, which relate 
to precinct registries; authorizing use of electronic 
precinct registries; authorizing pur chase of certain 
equipment; requiring Secretary of State Election 
Board to promulgate certain rules; requiring 
retention of certain information for specified time 
period; updating statutory language; and providing an 
effective date. 
 
 
 
 
 
SUBJECT:  Precinct registries 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
 
SECTION 1.     AMENDATORY     26 O.S. 2011, Section 7 -102.1, is 
amended to read as follows: 
 
Section 7-102.1. A. Prior to the day of the election, it shall 
be the duty of the secretary of the county election board to prepare 
for each precinct where an election is to be held in the county, a 
written or electronic precinct registry which s hall contain 
information on all re gistered voters in the precinct as presc ribed 
by the Secretary of the State Election Board.  The information which 
is or would be contained in such a registry shall at all times be 
public information.

B.  The Secretary of the State Election Board may auth orize the 
use of electronic precinct regi stries by one or more county election 
boards. Subject to available fun ding, the Secretary may purchase 
any equipment and software necessary to imp lement an electronic 
precinct registry system. The Secretary shall promulgate rules as 
necessary to implement, operate and maintain security for a system 
of electronic precinct regist ries. 
 
SECTION 2.     AMENDATORY     26 O.S. 2011, Section 7 -117, is 
amended to read as foll ows: 
 
Section 7-117. A. Persons who have been determined to be 
eligible to vote shall sign, in the presence of the clerk, the 
proper precinct registry.  Said The clerk shall thereupon then issue 
proper ballots to said the person.  The voter’s signature on said 
the precinct registry shall be the best evidence of said the voter’s 
having voted at said election.  Said precinct registry 
 
B.  Precinct registries including data from electronic preci nct 
registries, shall be retained in the office of by the county 
election board for a peri od of twenty-two (22) twenty-four (24) 
months following the election and shall be subject to public 
inspection during regular office hours . 
 
SECTION 3.  This act shall become effective November 1, 2021.
