AS INTRODUCED 
 
An Act relating to professions and occupations; 
amending 59 O.S. 2021, Section 1366 , which relates to 
the Psychologists Licensing Act ; providing for 
issuance of license by reciprocity; and providing an 
effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as S ection 1363.1 of Title 59, unless there 
is created a duplication in numbering, reads as follows: 
The Oklahoma State Board of Examiners of Psychologists may enter 
into and implement agreements with other jurisdictio ns for the 
issuance of a license by recipr ocity if the other jurisdiction 's 
requirements for licensure are substantially equal to the 
requirements of the Psychologists Licensing Act . 
SECTION 2.     AMENDATORY     59 O.S. 2021, Section 136 6, is 
amended to read as follows:

Section 1366. The Oklahoma State Board o f Examiners of 
Psychologists may issue a license pursuant to the provisions of the 
Psychologists Licensing Act: 
1.  To a qualified applicant who has successfully passe d the 
examination prescribed by the B oard and who has paid the fee 
required by the rules promulgated pursuant to the provisions of the 
Psychologists Licensing Act; or 
2.  Upon application to the Board and payment of the fees 
required by the Board by rules of the Board promulgated pursuant to 
the provisions of the Psychologists Licensing Act, t o any person who 
is a diplomate of the American Board of Professional Psychology, or 
who holds a current Certificate of Professional Qualification in 
Psychology from the Association of State and Provincia l Psychology 
Boards, or who is licensed as a psychol ogist by a state with whom 
the Board has establi shed a formal written agreement of reciproci ty. 
SECTION 3.  This act shall become effective November 1, 2023.
