COMMITTEE SUBSTITUTE 
 
An Act relating to motor vehicles; requiring permit 
for the movement of certain farm equipment on certain 
roads and highways; requiring certain farm equipment 
comply with existing law; requiring the Department of 
Transportation issue certain special permit ; setting 
fee for special permit ; providing for codification; 
and providing an effective date . 
 
 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.    NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 14-127 of Title 47, unless there 
is created a duplication in numbering, reads as follows: 
A.  Provided an operator has obtained an annual permit from th e 
Oklahoma Department of Transportation as provided by subsection B of 
this section, farm equipment including, but not limited to , farm 
tractors and other implements of husbandry, a s defined in Sections 
1-118 and 1-125 of this title, that are used solely for commercial 
non-agricultural purposes, may be operated on any road or highway of

this state, except those highways which are part of the National 
System of Interstate and Defense Highways. Operation of such farm 
equipment shall be subject to all exi sting height and weight 
restrictions and equipment requirements provided by law. 
B.  The Department of Transportation shall, upon proper 
application, issue a special annual permit to any person allowing 
the movement of vehicles, described in subsection A of this section. 
The fee for the annual permit shall be Two Hundred Dollars ($200.00) 
per year, per vehicle. 
SECTION 2.  This act shall become effective November 1, 2023.
