BE IT ENACTED BY THE PEOPLE OF THE STATE OF O KLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 13-117 of Title 70, unless there is created a duplication in numb ering, reads as follows: A. For the purpose of increasing involvem ent of parents and legal guardians of students with disabilities in school district board of education policy making and decision making, each school district shall create a special educ ation advisory council. The council shall consist of at least three ( 3) but no more than eleven (11) members. The board of education shall appoint all members , at Req. Members shall be appointed no later than September 15 of each sc hool year for two-year terms. At the first meeting, the council shall elect a chair and vice chair. B. A meeting of the special educati on advisory council shall be called by the school district superintendent no later than October 1 of each year for the purpose of addressing special educ ation issues. The council may meet at other times as necessary in a meeting space furnished by the distr ict. The district shall provide staff support for the council. All council meetings shall be subject to the Oklahoma Open Meeting Act. C. The duties of the speci al education advisory council shall be to assist in the formulation of district goals for st udents with disabilities, to advise the school district on matters relating to continuous program improvement efforts as they pertain to special education, and to provide community-wide support to families with students in the district’s special education p rograms. SECTION 2. This act shall become effective July 1, 2023. SECTION 3. It being immediately necessary for the preservation of the public peace, health, or safety, an emergency is hereby declared to exist, by reason whereof thi s act shall take effect and be in full force from and after its passa ge and approval. 59-1-1011 EB 1/4/2023 4:15:23 PM
