AMENDMENT NO. 1. Page 3, Line 12 1/2, insert the following language: "SECTION 2. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 2065 of Title 63, unless there is created a duplication in numb ering, reads as follows: A. There is hereby created in the State Treasury a revolving fund for the State Department of Health to be designated the " School Nurse Pilot Program Revolving Fund". The fund shall be a continuing fund, not subject to fiscal ye ar limitations, and shall consist of all monies designated for and eligible for deposit under law . Expenditures from said fund shall be made upon warrants issued by the State Treasurer against claims filed as prescribed by law with the Director of the Office of Management and Enterprise Serv ices for approval and payment . B. The State Department of Health shall utilize funds deposited to the School Nurse Pilot Program Rev olving Fund for the purpose of implementing a pilot program to deliver school nur se services that address health, mental health, and social services needs of students and families to promote the ability for students to have the best opportunity to learn an d be successful in their public school district. Such pilot program shall include the following criteria and limitations: 1. Encompass a contiguous three -county area with no more than twenty percent (20%) of the area's school districts having enrollments greater than three thousand (3,000) weighted average daily membership as calculated by the State Department of Education the year of the pilot program's inception; and 2. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA: SECTION 1. AMENDATORY 63 O.S. 2021, Section 7301, is amended to read as follows: Section 7301. A. The Oklahoma Health Care Authority and the State Department of Health shall collaborate to identify benchmarks and develop goals to reduce the incidence rates of, improve health care services for, and control complications resulting from diabetes. B. The Authority and the Department shall submit a report to the President Pro Tempore of the Senate and, the Speaker of the House of Representatives, and the Governor by January 10th of odd- numbered years January 10 of every fifth year. The fiscal impact of all types of diabetes on the Authority, the Department, and county health d epartments including the number of persons with diabe tes receiving services through the Authority, the Department, and county h ealth departments; 2. The fiscal impact of diabetes o n the Authority, the Department, and county heal th departments in compariso n to other chronic diseases; 3. An assessment of the benefits of diabetes prevention programs including a summary of funding d irected to the Authority and the Department from the Oklahoma State Legislature; 4. A description of coordination between the Au thority and the Department including, but not limited to, programs relating to the treatment and prevention of all forms of dia betes; 5. Detailed action plans for battling diabetes with actionable items for consideration by the Legislature including, but not limited to, steps to reduce the impact of diabete s, pre-diabetes, and related diabetes complications; 6. Identification of expected outcomes of the action steps and benchmarks for controlling and preventing all forms of diab etes; and 7. The development of a detailed budget blueprint identifying needs, costs, and resources required to implement the plan provided for in this act section. Such blueprint shall include a budget range for all options presented in the plan for con sideration by the Legislature. ENGR. S. B. In addition to the complete re port required by subsection B of this section, the Authority or the Department shall , to the extent practicable, provide components of the up coming report as listed in subsection B of this sectio n upon request to the President Pro Tempore of the Senate, the Speaker of the House of Representatives, and the Governor. D. The provisions of this act section shall be limited to diabetes information, data, initiatives, and programs within the Authority and the Department prior to the effective date of this act November 1, 2015, unless there is available funding for diabete s in each agency that may be used for new research, data collection reporting or other requirements of this act section.
