AS INTRODUCED 
 
An Act relating to state employee compensation; 
creating salary limit for state employ ees; defining 
term; providing exemptions for certain employees; 
providing for submission of certain compensation for 
Legislature approval; providing for codification; 
providing an effective date; and declar ing an 
emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 250.8 of Title 74, unless there 
is created a duplication in numbering, reads as follows: 
A.  No state employee shall be annually compensated more t han 
the Governor of the State of Oklahoma pursuant to the salary 
established in Secti on 250.4 of Title 74 of the Oklahoma Statutes. 
B.  Except as provided in subsection C of this section and for 
the purposes of this section, “state employee” means and includes 
each officer or employee elected or employed in the service of this 
state.

C.  The following state employees shall be exempt from the 
requirements in subsection A o f this section: 
1.  Officers and members of the Oklahoma State Regents for 
Higher Education and state employees of institutions under the 
administrative authority of the Okl ahoma State Regents for Higher 
Education; and 
2.  Physicians and other licensed hea lth care professionals 
under the administrative authority of any state department or 
agency. 
D.  State employee compensation greater than the Governor’s may 
be submitted to the Legislature by the director of the respective 
state department, agency , or political subdivision. The Legislature 
may approve submitted compensation by the proper pa ssage of a joint 
or concurrent resolution. 
SECTION 2.  This act shall be come effective July 1, 2023. 
SECTION 3.  It being immediately nec essary for the preservation 
of the public peace, health or safety, an emergency is here by 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and after its passage and approval.
