BE IT ENACTED BY THE PEOPLE OF THE ST ATE OF OKLAHOMA: SECTION 1. AMENDATORY 65 O.S. 2021, Section 155, is amended to read as follows: Section 155. The city-county library commission shall elect its chairman chair from the appointed members and fill such other offices as its bylaws may establish. The term of the chairman chair shall be one (1) year. The com mission shall hold at least one meeting each month meet no fewer than six (6) times per year to transact necessary business, and all meetings shall be open to the public. It shall adopt rules for the tr ansaction of business and keep a record of its functi ons and activities, which record shall be a public record. Six commissioners shall constitute a quorum for the purpose of conducting business and exercising the powers of the Req. The commission may establish a schedule o f fees to cover various services rendered and may also contract with other persons and agencies for such services as it m ay require, including private legal counsel and private auditing se rvice, within the limits of its appropria tions, and may incur necess ary expenses. The commission may contract for, receive, and utilize any grants or other financial assistance from the Un ited States or from any other source, public or private, in further ance of its functions; may incur necessary expenses in obtaining sai d grants and/or financial assistance, within the limits of its appropriations; and shall receive and disburse such grants and/or other financial assistance in such manner as herein provide d. SECTION 2. This act shall become effective July 1, 2023. SECTION 3. It being immediately necessary for the preservation of the public peace, health , or safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval. 59-1-82 EB 11/28/2022 10:40:13 AM
