SENATE BILL NO. 812 By: Dossett of the Senate
and
Pae of the House
An Act relating to state government; directing the
State Purchasing Director to submit certain report ;
providing scope of certain report; providing for
codification; and providing an effective date .
BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:
SECTION 1. NEW LAW A ne w section of law to be codified
in the Oklahoma Statutes as Section 85.49 of Title 74, unless there
is created a duplication in numbering, reads as follows:
Beginning on November 1, 2024, and annually thereafter , the
State Purchasing Director shall submit a written report to the
President Pro Tempore of the Senate and the Speaker of the House of
Representatives that includes, but is not limited to:
1. The number of state contracts awarded to businesses that
have been in operation for less than five (5) years;

2. The percentage of the number of state contracts awarded to
businesses that have been in operation for less than five (5) years
compared to the total number of state contracts awarded;
3. The total dollar amount of all state contracts awarded to
businesses that have been in operation for less than five (5) years;
4. The percentage of the total dollar amount of state contracts
awarded to businesses that have been in operation for less than five
(5) years compared to the total dollar amount of state co ntracts
awarded; and
5. Recommendations on improving access to state contracts for
new Oklahoma businesses that have been in operation for less than
five (5) years on or before November 1, 2024.
SECTION 2. This act shall become effective November 1, 2023.
