AS INTRODUCED 
 
An Act relating to schools; directing the State 
Department of Education to adopt a form for reporting 
on student homelessness; providing for collaboration 
with certain committee; pr escribing timing and 
procedure for form completion; requiring districts to 
report results to the Department no later than date 
specified; directing the Department to report annual 
results to certain officials and entity; providing 
for codification; and providing an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1210.210 of Title 70, unless 
there is created a duplication in numbering, reads as follows: 
A.  The State Department of Education Office of Federal Programs 
shall, in conjunction wi th the Office of Planning and Coordination 
for Services to Children and Yout h Steering Committee established in 
Section 601.6c of Title 10 of th e Oklahoma Statutes, adopt a 
standard form to be used by all school districts to identify 
students who are homeless children and youth as defined in Section 
600 of Title 10 of the Oklahoma Statutes.  The form shall be

completed by the parent or guardian of a student annually at 
enrollment, beginning with the 2024 -2025 school year.  Districts 
shall report the results to the Department, in a manner prescribed 
by the Department, no later than April 1 of each year. 
B.  Beginning July 1, 2025, the Department shall compile a 
report of the number of students identified as being homeless, by 
district, and whether the student s identified are in elementary, 
middle or junior high, or high school.  The report shall be 
distributed annually to the Governor, Speaker of the House of 
Representatives, Chair of the House Common Education Committee, 
Speaker Pro Tempore of the Senate, Cha ir of the Senate Education 
Committee, and the Oklahoma Commission on Childre n and Youth. 
SECTION 2.  This act shall become effective November 1, 2023.
