COMMITTEE SUBSTITUTE 
 
An Act relating to health care; amending 63 O.S. 
2021, Section 1-106.2, which relates to health care 
provider credentialing process ; modifying 
applicability of certain provisions; updating 
statutory language; directing Oklahoma Health Care 
Authority to establish certain processes ; providing 
for codification; and providing an effective date . 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     63 O.S. 2021, Section 1 -106.2, is 
amended to read as f ollows: 
Section 1-106.2 A.  By January 1, 1999, the The State Board 
Commissioner of Health shall promulgate rules necessary to develop a 
uniform application which shall be used in the credentialing process 
of health care providers.  The State Department o f Health shall 
develop such application form for : 
1. Initial privileges or membership in a hospital , managed care 
organization, or other entity requiring credentials verification ,

except for a contracted entity as defined by Section 4002.2 of Title 
56 of the Oklahoma Statutes ; and 
2.  Recredentialing o r reappointment in a hospital , managed care 
organization, or other entity requiring credentials verification , 
except for a contracted entity as defined by Section 4002.2 of Title 
56 of the Oklahoma Statute s. 
B.  Any entity requiring credentials verificatio n may require 
supplemental information. 
SECTION 2.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 5071 of Title 63, unless there 
is created a duplication in numbering, reads as follows: 
The Oklahoma Health Care Authority shall establish and maintain 
for providers of Medicaid services: 
1.  A provider enrollment and credentialing process for 
providers who receive fee-for-service reimbursement under the state 
Medicaid program; and 
2.  A single consolidat ed provider enrollment and credentialing 
process, in accordance with subsection D of Section 4002.4 of Title 
56 of the Oklahoma Statutes and 42 C.F.R., Section 438.214 , for 
providers who enter into c apitated contracts with contracted 
entities under the Ens uring Access to Medicaid Act . 
SECTION 3.  This act shall become effective November 1, 2023.
