COMMITTEE SUBSTITUTE 
 
An Act relating to children; providing income 
exemption for certain individuals when determining 
eligibility for child care subsidy program ; directing 
provider to provide certain notice to Department of 
Human Services; providing that all other conditions 
for eligibility apply; providing for codification; 
and providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF T HE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 461 of Title 10, unless there is 
created a duplication in numbering, re ads as follows: 
A.  Any employee who is employed by a child care facility 
licensed pursuant to the Oklahoma Child Care Facilities Licensing 
Act shall have household income exempted fro m consideration when

eligibility is determined for the Child Care Subsid y Program 
administered by the Oklahoma Department of Human Services. 
B.  When an employee who is employed by a licensed child care 
facility leaves employment of the licensed provider, the provider 
shall provide written notice to the Department of Human Ser vices 
that the employee is no longer employed within thirty (30) days .  
C.  Other than the income exemption pursuant to subsection A and 
the reporting requirements pursuant to subsecti on B of this section, 
all other conditions of eligibility for the Child Care Subsidy 
Program located in the Oklahoma Administrative Code (OAC ) must be 
followed. 
SECTION 2.  This act shall become effective November 1, 2024.
