An Act relating to counties and county officers; 
amending 21 O.S. 2021, Section 650.6, which relates 
to assault and battery of court officers, witnesses, 
jurors, or process servers; expanding penalties to 
assault upon county commiss ioners, county clerks, 
county assessors, and county treasurers; expanding 
penalties to battery or assault and battery upon 
county commissioners , county clerks, county 
assessors, and county treasurers; and declaring an 
emergency. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     21 O.S. 2021, Section 650.6, is 
amended to read as follow s: 
Section 650.6  A. Every person who commits any assault upon any 
county commissioner, county clerk, county assessor, county 
treasurer, or any officer of a state district or appellate co urt, or 
the Workers' Compensation Court, including but not limited t o 
judges, bailiffs, court reporters, court clerks or deputy court 
clerks, or upon any witnesses or juror, because of said person's 
service in such capacity or within six (6) months of said person's

service in such capacity, shal l be guilty of a misdemeanor 
punishable by imprisonment in the county jail for not more than one 
(1) year, by a fine not to exceed One Thousan d Dollars ($1,000.00), 
or by both such imprisonment and fine. 
B.  Every person who commits any battery or assault and battery 
upon any county commissioner, county clerk, county assessor, county 
treasurer, or officer of a state district or appellate court, or the 
Workers' Compensation Court, including but not limited to judges, 
bailiffs, court reporters, court clerks o r deputy court clerks, or 
upon any witnesses or juror, because of said person's service in 
such capacity or within six (6) months of said pers on's service in 
such capacity, shall be guilty of a felony punishable by 
imprisonment in the custody of the Depart ment of Corrections for not 
more than five (5) years, by a fine of not more than Five Thousand 
Dollars ($5,000.00), or by both such imprisonme nt and fine. 
C.  Every person who knowingly commits any assault, battery or 
assault and battery upon a process ser ver licensed in this state 
while the person is in the performance of his or her duties shall, 
upon conviction, be guilty of a misdemeanor puni shable by 
imprisonment in the county jail for not more than one (1) year, by a 
fine not to exceed One Thousand Dol lars ($1,000.00), or by both such 
imprisonment and fine. 
SECTION 2.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby
