AS INTRODUCED 
 
An Act relating to poor persons; authorizing the 
Department of Human Services to utilize certain 
program; providing standards Department shall 
consider; directing De partment to publish certain 
information on website; providing for codification; 
and providing an effective date . 
 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OK LAHOMA: 
SECTION 1.     NEW LAW     A n ew section of law to be codified 
in the Oklahoma Statutes as Section 230.74 of Title 56, unless there 
is created a duplication in numbering, reads as follows: 
A.  The Department of Human Services may utilize an enrollment-
based child care subsidy payments program that complies with all 
applicable federal funding requirements and legal authority and that 
seeks to provide adequate, stable payments to child care providers 
under this section by establishing effective payment practices based 
on accurate time and attendance systems.

B.  The Department shall consider pro gram standards, including, 
but not limited to: 
1.  The child's developmental and educational goals when 
authorizing care periods eligible for re imbursement; 
2.  Accommodation of variable parent sche dules; 
3.  Authorizing pay based upon enrollment rather th an 
attendance; 
4.  Using a range of hours to determine authorized care amounts; 
and 
5.  Simplifying and streamlining payment processes with 
providers. 
C. The Department shall publish on the Department's publicly 
accessible website an overview of child care services and the 
methodology used to issue payments to providers of child care 
services, including any changes to the methodology during the 
previous year, if applicable. 
SECTION 2. This act shall become effective November 1, 2023.
