COMMITTEE SUBSTITUTE 
 
An Act relating to pediatric cancer; creating the 
Pediatric Cancer Research and R esources Revolving 
Fund; assigning Fund to State Department of Health; 
establishing revolving fund characteristics; 
authorizing certain u tilization of funds for grants; 
limiting grant awards; limiting expenditures of 
funds; providing budgetary and expenditure 
procedures; requiring the promulgation of rules for 
the administration of the acts provisions; providing 
for codification; providing an effective date; and 
declaring an emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.    NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1-580 of Title 63, unless there 
is created a duplication in numbering, reads as f ollows: 
A.  1. There is hereby created in the State Treasury a 
revolving fund for the State Department of Health to be designated 
the "Pediatric Cancer Research and Resources Revolving Fund".  The 
fund shall be a continuing fund, not subject to fiscal ye ar

limitations, and shall consist of all monies designated for depos it 
to the fund by law and any public donations otherwise eli gible for 
deposit in such fund .  All monies accruing to the credit of said 
fund are hereby appropriated and may be budgeted and e xpended by the 
State Department of Health for the purposes of: 
a. providing grants to entities engaging in re search 
related to pediatric cancer, and 
b. providing grants to entities assisting families 
confronted with financial cha llenges associated with 
pediatric cancer treatment. 
2.  Expenditures from said fund shall b e made upon warrants 
issued by the State Treasurer against claims filed as prescribed by 
law with the Director of the Office of Management and Enterprise 
Services for approval and payment . 
B.  The State Department of Health shall establish eligibility 
and application requirements for the award of grants authorized 
under the provisions of this section. In no event shall the 
Department award grants in excess of the unencumbered balance of the 
Pediatric Cancer Research and Resources Revolving Fund. 
C.  The State Department of Health shall promulgate rules for 
the proper administration of the Pediatric Cancer Research and 
Resources Revolving Fund in accordance with the requirements of this 
section. 
SECTION 2.  This act shall become effective July 1, 2023.

SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof th is act shall take effect and 
be in full force from and after its passage and approval.
