BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 21 -1 of Title 2, unless there is 
created a duplication in numbering, reads as follows: 
This act shall be known and may be cited as the "International 
Livestock Judging Competition, Shooting, and Precision Sports Grant 
Act". 
SECTION 2.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 21-2 of Title 2, unless there is 
created a duplication in numbering, reads as follows: 
A.  There is hereby created in the State Treasury a revolving 
fund for the Oklahoma Department of Agriculture, Food, and Forestry 
to be designated the "International Livestock Judging Competition,

Shooting, and Precision Sports Revolving Fund".  The fund shall be a 
continuing fund, not subject to fiscal year limitations, and shall 
consist of all monies received by the State Board of Agri culture 
from state-appropriated funds, federal funds, donations, grants, and 
contributions from any public or private source and designated for 
the purpose set forth in this section.  All monies accruing to the 
credit of the fund are hereby appropriated an d may be budgeted and 
expended by the Oklahoma Department of Agriculture, Food, and 
Forestry for the purpose of administering the International 
Livestock Judging Competition, Shooting, and Precision Sports Grant 
Act.  Expenditures from the fund shall be ma de upon warrants issued 
by the State Treasurer against claims filed as prescribed by law 
with the Director of the Office of Management and Enterprise 
Services for approval and payment. 
B.  The International Livestock Judging Competition, Shooting, 
and Precision Sports Revolving Fund shall never exceed Five Hundred 
Thousand Dollars ($500,000.00) at any given time. 
SECTION 3.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 21 -3 of Title 2, unless there i s 
created a duplication in numberin g, reads as follows: 
A.  The Department of Agriculture, Food, and Forestry shall 
administer the provisions of the International Livestock Judging 
Competition, Shooting, and Precision Sports Grant Act.

B.  The State Board of Agriculture shall promulgate rules and 
adopt eligibility guidelines necessary to enforce and administer the 
International Livestock Judging Competition, Shooting, and Precision 
Sports Grant Act, including an application process for grants.  
Teams that receive grants must be comprised of Oklahoma students who 
are members of a National FFA Organization chapter or 4 -H team that 
has won a national competition and is eligible to compete in an 
international livestock judging competition or members of a shootin g 
and precision sports team that is eligible to compete in a national 
or international sports competition. 
C.  Grants shall be awarded to match the funds the teams have 
raised in a one-to-one ratio (1:1), the total amount not to exceed 
the estimated cost o f the trip for an international liv estock 
judging competition. 
SECTION 4.  This act shall become effective November 1, 2024.
