An Act relating to motorcycles; defining term; 
requiring law enforcement agencies to adopt policy, 
review training and address issues perta ining to 
motorcycle profiling ; providing for codification; and 
providing an effective date . 
 
 
 
 
 
AUTHOR: Remove as principal Senate author Rogers and substitute as 
principal Senate author Murdock 
 
 
AMENDMENT NO. 1. Page 1, strike the title, enacting clause and 
entire bill and insert 
 
 
“An Act relating to the Oklahoma 9 -1-1 Management 
Authority Act; repealing 63 O.S. 2021, Section 2814, 
as amended by Section 1, Chapter 49, O.S.L. 2023, and 
as renumbered by Section 5, Chapter 49, O.S.L. 2023 
(63 O.S. Supp. 2023, Section 2869.1), which relates 
to emergency telephone service; repealing 63 O.S. 
2021, Section 2815, as amended by Section 2, Chapter 
49, O.S.L. 2023, and as renumbered by Section 6, 
Chapter 49, O.S.L. 2023 (63 O.S. Supp. 2023, Section 
2869.2), which relates to fees; and declaring an 
emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

SECTION 1.     REPEALER     63 O.S. 2021, Section 2814, as 
amended by Section 1, Chapter 49, O.S.L. 2023, and as renumbered by 
Section 5, Chapter 49, O.S.L. 2023 (63 O.S. Supp. 2023, Section 
2869.1), is hereby repealed. 
SECTION 2.     REPEALER     63 O.S. 2021, Section 2815, as 
amended by Section 2, Chapter 49, O.S.L. 2023, and as renumbered by 
Section 6, Chapter 49, O.S.L. 2023 (63 O.S. Supp. 2023, Section 
2869.2), is hereby repealed. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval. ”

An Act relating to motorcycles; defining term; 
requiring law enforcement agencies to ado pt policy, 
review training and address issues pertaining to 
motorcycle profiling; providing for codification; and 
providing an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 4.     NEW LAW     A n ew section of law to be codified 
in the Oklahoma Statutes as Section 15-133 of Title 47, unless there 
is created a duplication in numbering, reads as follows: 
For the purpose of this section, "motorcycle profiling " means 
the discriminatory use of the fact that a person rides a motorcycle 
or wears motorcycle-related paraphernalia as a factor in deciding to 
stop and question, take enforcement action, arrest , or search a 
person or vehicle with or without a legal basis under the United 
States Constitution or the Oklahoma State Constitution. Law 
enforcement agencies shall not engage in motorcycle profiling in 
this state.  
SECTION 5.  This act shall become effective November 1, 20 23.
