COMMITTEE SUBSTITUTE 
 
An Act relating to schools; requiring a moratorium on 
certain accreditation rules; mandating a review and 
report of accreditat ion statutes and rules; directing 
submission of report to certain legislative 
officials; providing deadline for submission of 
report; providing for codification; and declaring an 
emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as S ection 3-104.4a of Title 70, unless 
there is created a duplication i n numbering, reads as follows: 
Upon the effective date of this act, there shall be a moratorium 
on additional accreditation rules approved and imposed upon school 
districts by the State Bo ard of Education without s pecific 
legislative statutory authorizatio n.  The Office of Educational

Quality and Accountability shall conduct a review and prepare a 
report of all statutes and rules utilized by the State Board of 
Education and State Department of Education to determine 
accreditation standards and deficiencies and submit the report to 
the President Pro Tempore of the Oklahoma State Senate, the Speaker 
of the Oklahoma House of Representatives, the Chair of the Senate 
Education Committee, Chair of the Senate Education Appropriatio ns 
Subcommittee, Chair of the House Common Education C ommittee, and 
Chair of the House Education Appropriations and Budget Subcommittee 
no later than January 1, 2024. 
SECTION 2.  It being immediately necess ary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effe ct and 
be in full force from and after its passage an d approval.
