BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 11-103.5a of Title 70, unless there is created a duplication i n numbering, reads as follows: A. There is hereby created until November 1, 2024, a task force to study and make recommendations to modernize the high school graduation requirements in Oklahom a. Req. The Chancellor of Higher Education or a designee; 2. The State Superintendent of Public Instruction or a designee; 3. The Director of the Oklahoma Department of Career and Technology Education or a designee; 4. The Common Education Committee Chair of the House of Representatives or designee; 5. The Higher Education and Career Tech Committee chair of the House of Representatives o r designee; 6. The Education Committee Chair of the Senate or designee; 7. A president of a two-year institution within The Oklahoma State System of Higher Education or a designee, appointed by the Chancellor of Higher Education; 8. A president of a comprehensive institution within The Oklahoma State System of Higher Education or a designee, appointed by the Chancellor of Higher Education; 9. A public school superintendent of a rural school district , appointed by the Speaker of the House of Representati ves; 10. A public school superintendent of an urban school district, appointed by the President Pro Tempore of the Senate; Req. A superintendent of a technology center school appointed by the Director of the Oklahoma Department of Career and Technology Education; 12. A member of a statewide organization representing public school teachers appointed by the Speaker of the House of Representatives; 13. A member of a statewide organization representing public school administrators appointed by the President Pro Tempore of the Senate; and 14. A member of a statewide organization representing publi c school boards of education appointed by the Gov ernor. C. Appointments to the task force shall be made within thirty (30) days after the effective date of this act. The task force shall conduct an organizational meeting no later than September 1, 2023. The task force shall select a chair and vice -chair at the organization meeting. D. A quorum of the task force shall be required to approve any final action of the task force. For purposes of this sectio n, eight members shall constitute a quorum. E. The task force may meet as often as may be required to perform the duties imposed upon it. F. Members of the task force shall receive no compensation or travel reimbursement. H. The Oklahoma State Regents for Higher Education and the House of Representatives shall provide staff and administrative support for the task force. I. The task force shall submit a report of its findings and recommendations by November 1, 2024, to the Governor, the President Pro Tempore of the Senate and the Speaker of the House of Representatives. SECTION 2. This act shall become effective July 1, 2023. SECTION 3. It being immediately necessary for the preservation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof thi s act shall take effect and be in full force from and after it s passage and approval. 59-1-6015 EK 01/06/23
