An Act relating to career and technology education; 
amending 70 O.S. 2021, Section 14 -132, which relates 
to the State Board of Career and Technology Education 
and authorization to enter certain agreements; 
authorizing the State Board of Career and Technology 
Education to outline certain criteria and 
requirements related to high school equivalency 
diploma; and providing an effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     70 O.S. 2021, Section 14 -132, is 
amended to read as follows: 
Section 14-132.  A.  The State Board of Career and Technology 
Education is hereby authorized and directed to enter into agreements 
and to contract for the provision of adult education, assessment and 
other services for courses leading to a high school equivalency 
diploma.  Any adult education program providing services pursuant to 
a contract or subcontract with the State Board of Career and 
Technology Education and receiving funds from the State Board of

Career and Technology Education or any contractor with the State 
Board of Career and Technology Education shall be subject to the 
provisions of the administrative rules of the State Board of Career 
and Technology Education. 
B.  The Department of Education and the Oklahoma Department of 
Career and Technology Education shall retain share the 
responsibility for issuing diplomas to t hose who successfully 
complete a high school equivalency test, pursuant to criteria 
established by the State Board of Education. 
C.  The State Board of Career and Technology Education is hereby 
authorized to outline the eligibility criteria and requirement s for 
individuals twenty-one (21) years of age and older seeking to obtain 
a high school equivalency diploma based on their work experience and 
educational attainment . 
SECTION 2.  This act shall become effective November 1, 2024.
