COMMITTEE SUBSTITUTE 
 
An Act relating to economic development; creating the 
Oklahoma Enterprise Task Force; providing for 
membership; providing for chair and vice -chair; 
requiring an organizational meeting; prescribing 
procedures for notice of meetings; prescribing quorum 
requirements for certain purposes; prescribing duties 
of the Task Force; requiring final report; providing 
for termination of Task Force; providing for 
codification; and declaring an emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 5087.1 of Title 74, unless there 
is created a duplication in numbering, reads as follows: 
A.  There is hereby created "Oklahoma Enterprise Task Force". 
B.  The Task Force shal l consist of the following persons: 
1. The Secretary of Workforce and Economic Development who 
shall serve as chair; 
2.  The Director of the Oklahoma Empl oyment Security Commission 
who shall serve as vice-chair;

3. The Executive Director of the Oklahoma Department of 
Transportation or a designee to be selected by the Executive 
Director; 
4. The Executive Director of the Oklahoma Department of 
Commerce or a designee to be selected by the Executive Director ; 
5. A person to be selected by the Oklahoma Workforce Commission 
or a designee to be s elected by the Commission; 
6.  The Executive Director of the Oklahoma Center for the 
Advancement of Science and Technology or a designee to be selected 
by the Executive Director ; 
7.  The Executive Director of the Oklahoma Department of 
Rehabilitation Services or a designee to be selected by the 
Executive Director; 
8. The Chancellor of the Oklahoma State Regents for Higher 
Education or a designee to be sel ected by the Chancellor; 
9.  A person to be selected by the Executive Director of the 
Oklahoma Department of Career and Technology Education or a designee 
to be selected by the Executive Director ; 
10. The Executive Director of the Oklahoma Housing Financ e 
Agency or a designee to be selected by the Executive Director ; 
11. The Executive Director of the Oklahoma Arts Council or a 
designee to be selected by the Executive Director ; 
12. The State Chair of the Oklahoma Association of Workforce 
Boards or a designee to be selected by the State Chair;

13.  The Executive Director of the Board of Directors of the 
Tobacco Settlement Endowment Trust or a designee to be selected by 
the Executive Director ; 
14. The Executive Director of the Oklahoma Broadband Office or 
a designee to be selected by the Executive Director ; 
15.  The President of The State Chamber, a nonp rofit entity, or 
a designee to be selected by the President; 
16.  The Executive Director of the Oklahoma Manufactur ing 
Alliance or a designee to be selected by the Executive Director; 
17.  The Executive Director of the MidAmerica Industrial Park or 
a designee to be selected b y the Executive Director; 
18.  The Executive Director of the Oklahoma Bankers' Association 
or a designee to be selected b y the Executive Director ; 
19.  A person to be selected by the Executive Director of the 
Oklahoma Building Trades Coun cil or a designee to be selected by the 
Executive Director; 
20. Three members of the Oklahoma House of Representatives to 
be appointed by the Speaker of the Oklahoma House of 
Representatives; and 
21. Three members of the Oklahoma State Senate to be appointed 
by the President Pro Tempore of the Oklahoma State Senate . 
C.  The Task Force shall conduct an organizational meeting not 
later than sixty (60) days after the effect ive date of this act.

The Task Force shall be authorized to meet as often as required in 
order to perform the duties imposed upon it by law. 
D.  The Task Force shall not be subject to the O pen Meeting Act, 
but shall post notice of its meetings at least ten (10) days in 
advance on the websites maintained by the Oklahoma House of 
Representatives and the Oklahoma State Senate and shall post a 
physical meeting notice in a conspicuous location in the Capitol 
Building at least ten (10) days prior to e ach meeting. 
E.  The Task Force may conduct its business with less than a 
quorum present except for any action to adopt a final report, 
including any minority position reports, which shall require a 
quorum of the total membership of the Task Force for approval. 
F.  The Task Force shall gather information and conduct an 
analysis of a best practices method to support infrastructure 
development at multiple sites within the state with an emphasis on 
the ability to support a minimum of four sites in addition to any 
existing sites within the state which support for profit business 
enterprises.  The Task Force shall give consideration to supporting 
at least one site in each quadrant of the state to be defined as the 
areas of the state depicted from the intersection of Interstate 35 
and Interstate 40. 
G.  The Task Force shall make specific recommendations in its 
report which shall be submitted to the Governor, the S peaker of the

Oklahoma House of Representatives, and the President Pro Tempore of 
the Oklahoma State Senate not later than December 1, 2025. 
H.  The provisions of this section shal l cease to have the force 
and effect of law on December 1, 2026. 
SECTION 2.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act sha ll take effect and 
be in full force from and after its passage and approval .
