BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 238 of Title 44, unless there is created a duplication in numbering, reads as follows: This act shall be known and may be cited as the "Defense Workforce Grant Program ". NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 239 of Title 44, unless there is created a duplication in numbering, reads as follows: There is hereby created the Defense Workforce Grant Program which shall be administered by the Oklahoma Military Department. The Program shall increase the workforce i n Oklahoma, specifically the workforce dedicated to federal defense c ontract work. The program shall help provide gap financing to companies actively working with the United States Department of Defense or any United States Military Branch to expand current contracts or secure new contracts for new work. The Program shall not be used for renewal of contracts with the United States Department of Defense o r any United States Military Branch. The location of the work to be provided shall be in a county of the state with a population of less than seventy-five thousand (75,000) people per the 2020 Federal Decennial Census. The applying company shall have available other sources of funding dedicated to helping finance the new project or the expansion of an exi sting project. Beginning July 1, 2025 , the Oklahoma Military Department shall provide an annual report to the Governor, the Speaker of the Oklahoma House of Representati ves, the President Pro Tempore of the State Senate, Appropriations and Budget Chair of the Oklahoma House of Representatives , and the Appropriations Chair of the State Senate that includes, but is not limited to, the number of awards that have been granted, what HB3683 HFLR Page 3 BOLD FACE denotes Committee Amendments. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 percentage of those funds that have been expended, and the increased number of employees that have been hired by awardees. SECTION 3. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 240 of Title 44, unless there is created a duplication in numbering, reads as follows: There is hereby created in the State Treasury a revolving fund for the Oklahoma Military Department to be designated the "Defense Workforce Grant Program Revolving Fund". The fund shall be a continuing fund, not subject to fiscal ye ar limitations, and shall consist of all monies received by the Oklahoma Military Department from appropriations, donations, grants, or other sou rces of funding specifically designated for deposit to the Defense Workforce Grant Program Revolving Fund . All monies accruing to the credit of said fund are hereby appropriated and may be budgeted and expended b y the Military Department for the purpose of the Defense Workforce Grant Program. Expenditures from said fund shall be made upon warrants issued by the State Treasurer against claims fil ed as prescribed by law with the Director of the Office of Management and Enterprise Services for approval and p ayment. The Military Department may retain one percent (1%) of all funds otherwise deposited to the fund to cover administrative costs related to the Defense Workforce Grant Program. SECTION 4. It being immediately necessary for the preservation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof thi s act shall take effect and be in full force from and after its passage and approval.
