An Act relating to counties and county officers; 
permitting counties participating in a mul ti-county 
library system to adopt certain procedure; permitting 
certain accounting request; directing for designation 
of party to be in charge of accounting; directing for 
adoption of presentation method; providing for 
codification; and providing an effectiv e date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 339.9 of Title 19, unless there 
is created a duplication in numberi ng, reads as follows: 
Counties that participate in a multi-county library system may, 
by two-thirds (2/3) vote of all participating county commissioner 
boards, adopt the following procedure: 
A.  Counties participating in multi-county library systems may 
request an accounting of the library system's overall budget and 
estimate of needs.  Each multi-county library system shall designate 
the executive director or employee in charge of accounting to 
produce requested accounting or estimate of needs made under this 
act; and

B. If adopted, each county shall also adopt one of the 
following: 
1.  The presentation of the accounting or estimate of needs 
shall be given at a location agreed upon by all chairmen of the 
participating county boards, or 
2.  The individual county board of commissioners with the 
largest funding contribution to the multi-county library system 
budget shall host the presentation of the accounting or estimate of 
needs. 
SECTION 2.  This act shall become effective November 1, 2024.
