Supp. 2023, Sectio n 187A-4), which relates to the Legacy Capital Financing Act; changing name of information net work; providing for a competitive bid process; stating interoperability requirement for vendors; and prov iding an effective date. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. AMENDATORY Section 1, Chapter 8, 1st Extraordinary Session, O.S.L. 2023 (73 O.S. Supp. 2023, Section 187A-4), is amended to read as follows: Section 187A-4. A. In addition to any other authorization provided by law, the Oklahoma Capitol Impro vement Authority is authorized to utilize available funds from the Legacy Capital Financing Fund created by Enrolled House Bill No. 1002 of the 1st Extraordinary Session of the 59th Oklahoma Legislature, in the amount of: Req. Twenty Million Dollars ($20,000,000.00) for the benefit of the Department of Public Safety to create an Oklahoma Wireless Information Network (OKWIN) Oklahoma Statewide Communication System; 2. Fifty-nine Million Five Hundred Sixty-four Thousand Four Hundred Nineteen Dollars ($59,564,419.00) for the benefit of the Department of Public Safety for the construction of a centralized training center and related facilitie s; and 3. Eight Million Dollars ($8,000,000.00) for the benefit of the Department of Public Safety for facility upgrades, repa ir, expansion, and replacement of Oklahoma Highway Patrol facilities. B. LCF Recapitalization Payments shall be made related to the distribution of proceeds provided in subsection A of this section, in accordance with the provisions of the Legacy Capital Financing Act. C. The Authority may distribute funds authorized pursuant to subsection A of this section in one or more tranches. D. The Authority may enter memoranda of understanding with agencies, departments, and subdivisions of the state as needed to facilitate the provisions of this act, provided that such memoranda of understanding do not constitute a legal obligation of the State of Oklahoma or impede the administration of the pr ovisions of the Legacy Capital Financing Act . E. The Authority shall work in con junction with the Department of Public Safety to coordinate a competitive bid pro cess for those Req. The vendor selected pursuant to the competitive bid process shall provide a detailed approach for implementing a stat ewide interoperable network, guaranteeing s eamless interoperability throughout the state.
